HHS FDA - MATLAB 2025 Software Licenses - MRAS

ID: RFQ1748962 • Alt ID: R_GXjTBDm4avZLmsE • Type: Sources Sought

Description

The Department of Health and Human Services (HHS), through the General Services Administration (GSA), is conducting market research to support the Food and Drug Administration's (FDA) Center for Devices and Radiological Health (CDRH). The FDA plays a crucial role in safeguarding public health by ensuring the safety, efficacy, and security of various products, including human and veterinary drugs, biological products, medical devices, food supplies, cosmetics, and radiation-emitting products. The CDRH specifically focuses on providing timely access to safe and effective medical devices while advancing regulatory science to foster innovation in medical technology.

Within the CDRH is the Office of Science and Engineering Laboratories (OSEL), which supports its mission by developing methods, tools, and expertise necessary for evaluating emerging medical technologies. OSEL's Division of Applied Mechanics (DAM) works alongside other divisions such as Biomedical Physics (DBP) and Imaging, Diagnostics, and Software Reliability (DIDSR) to address issues related to medical imaging, diagnostics, and software reliability. To enhance their research capabilities in these areas, OSEL seeks MATLAB brand name maintenance services for existing perpetual licenses. MATLAB provides a powerful platform for data analysis, algorithm development, modeling applications with its language tools and built-in math functions.

The objective of this solicitation is to procure MathWorks' MATLAB software maintenance services that will extend current licenses until July 31st, 2024. This includes co-terming all licenses so they share a common service end date. By securing these services under a consolidated contract arrangement across DAM's collaborating divisions within OSEL such as DBP & DIDSR the FDA aims at ensuring continued progress in their scientific endeavors involving software reliability assessments using formal methods facilitated by MATLAB's advanced computational capabilities.
