The Department of Health and Human Services, specifically the Centers for Medicare & Medicaid Services (CMS), is seeking a vendor with expertise in Human-Centered Design (HCD) services to support the Quality Payment Program (QPP). The purpose of this request for information is to obtain services that will help CMS understand the needs of clinicians, beneficiaries, vendors, federal partners, and CMS employees in order to develop effective policies and systems. The contractor will employ HCD methodologies such as participatory design, data collection, research, analysis, ideation, prototyping, and implementation. The scope of work includes various initiatives and projects related to QPP system development and policy development, with specific focus on Mips Value Pathways (MVP), Electronic Prescribing for Controlled Substances (ECPS), Web Interface sunsetting, Clinician Quality Reporting Strategy (CQR) portal development, health equity considerations, support for small underserved practices, and the implementation of Fast Healthcare Interoperability Resources (FHIR). The contractor will be responsible for conducting user research, creating journey maps and wireframes, developing personas, conducting surveys, and providing routine read-outs of research findings.
The acquisition timeframe spans from 2023 to beyond 2027. In 2023, the contractor will support the MVP and Subgroup registration process and provide HCD support for the ECPS application go-live. In 2024, they will conduct a post-evaluation of the Web Interface and support the release of the QIO 13th Statement of Work. They will also contribute to the development of the CQR portal. In 2025 and beyond, the contractor will conduct research on transitioning from traditional MIPs to MVPs and Subgroups. Throughout all years, they will participate in policy planning sessions, consider health equity implications, support small underserved practices, explore FHIR-related initiatives such as bene-level reporting and FHIR format submissions, maintain a multi-center vision strategy, recruit user research participants, integrate new measure types into the QPP UI experience, and provide actionable feedback on administrative cost and quality claims measures.
The place of performance for this acquisition is not specified, but the contractor will be required to actively participate in various forums and events at the request of CMS, including Communities of Practice, Clinician Champions, QualityNet Conference, and Town Halls. Notable software tools and services that will be utilized include Qualtrics, Hotjar, EnjoyHQ, Google Analytics, Miro, Sketch, Invision, Optimal Workshop, Salesforce, Jira/Atlassian, Slack, and Github.
