Background
The Oklahoma City Air Logistics Complex (OC-ALC) is issuing this contract for the leasing and transportation of helium tank trailers. The primary goal is to ensure safe and efficient transportation of helium gas to and from government contract gas fields and Tinker Air Force Base (AFB).

The safety of personnel at Tinker AFB is emphasized as a top priority, with a focus on personal responsibility for safety and hazard reporting.

Work Details
The contractor shall provide a turnkey solution that includes:
1. **Trailer Lease and Maintenance:**
- Provide three road-legal 23ft trailer chassis capable of securing government-owned ISO WCGU-style helium tank racks.
- Remove and reinstall government-owned tank racks onto leased trailers at the beginning and end of the lease.
- Provide a crane for moving containers between chassis and staging units at Tinker AFB.
- Perform remedial and preventative maintenance on trailer chassis, ensuring compliance with DOT specifications.
- All maintenance costs are included in the chassis lease price.

2. **Helium Tank Transportation:**
- Provide a 5th wheel mounted tractor and driver with HAZMAT CDL license.
- Transport empty tanks from Tinker AFB to Helium fill site at Air Products & Chemicals Inc., Liberal, KS, and return full tanks to Tinker AFB.
- Respond to refill notifications within two business days, ensuring full tanks are returned within ten business days.
- Maintain proper insurance for hazardous gas transportation.
- Provide secure storage for government equipment when tanks are outside Tinker AFB.

3. **Certification and Recertification:**
- Conduct maintenance, certification, and recertification of government-provided WCGU-style helium tank racks according to DOT guidelines within the base year of the contract.

4. **Quality Assurance:** Contractor performance will be evaluated by the COR, with corrective actions required within two business days for any complaints or issues raised.

The services will primarily be performed at Tinker Air Force Base (AFB), Oklahoma.
