Description

United States Coast Guard Station Port Aransas, TX is accepting proposals for qualified individuals or firms to service HVAC units in and follow up with repairs/ replacements of all defective HVAC components. Prior to submitting a quote, it is mandatory to examine the scope of work and it is highly recommended to visit the facility to take field measurements, evaluations, etc., and become familiar with existing conditions under which the work will be performed. After the award of contract, a pre-conference will be held prior to starting the work at Coast Guard Station Port Aransas.

This is a combined synopsis/solicitation to furnish all labor, tools, equipment, and materials to service HVAC units at USCG Station Port Aransas, Texas. All work is to be completed in accordance with the scope of work.

This is a combined synopsis/solicitation for non-commercial items prepared in accordance with the format in FAR Part 36, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and no other written solicitation will not be issued.

Instructions to offerors, (FAR Part 36) evaluation criteria, and all applicable FAR Provisions and Clauses are attached. The solicitation is issued as a Request for Quotation (RFQ). The solicitation document and incorporated provisions and clauses.

Federal Acquisition Regulation (FAR) Clauses and Department of Labor Wage Rates for Construction are included in this order and are applicable.

Where Federal Acquisition Regulation clause language is inconsistent with FAR Part 36, Legal Effect of Quotations, that language is hereby tailored in accordance with FAR Part 36 to be consistent with a request for quotations. This tailoring includes but is not limited to the following: In accordance with FAR Part 36, a quotation is not an offer, and any clause provision to the contrary is hereby modified to be consistent with FAR Part 36. Where the word "offer/offeror" or a derivative of that word appears, it is changed to "quote/quoter" or a derivative of that word.

This is a Small Business Set-aside, the applicable NAICS code is 238220 and small business size standard is 19M. This solicitation will result in a Firm-Fixed Price Construction Contract awarded to the offeror with the Lowest Price Technically Accptable. Offerors must be actively registered in System for Award Management - https://www.sam.gov.

FAR 52.237-1 -- Site Visit (Apr 1984). Offerors or quoters are urged and expected to inspect the site where services are to be performed and to satisfy themselves regarding all general and local conditions that may affect the cost of contract performance, to the extent that the information is reasonably obtainable. In no event shall failure to inspect the site constitute grounds for a claim after contract award.

Background
The United States Coast Guard (USCG) is seeking proposals from qualified individuals or firms to provide Heating, Ventilation, and Air Conditioning (HVAC) services at the Coast Guard Station in Port Aransas, Texas.

The goal of this contract is to service HVAC units and perform necessary repairs or replacements of defective components. It is mandatory for bidders to examine the scope of work and visit the facility to understand existing conditions prior to submitting a quote. This solicitation is a combined synopsis/solicitation for non-commercial items.

Work Details
The contractor will be responsible for all labor, tools, equipment, and materials required to service HVAC units at USCG Station Port Aransas. The scope includes:
1. Development and maintenance of a Quality Control Plan (QCP) that outlines the QC program/inspection system;
2. Conducting HVAC preventative maintenance (PM) including checklists for inspections;
3. Establishing an annual maintenance schedule;
4. Identifying and correcting deficiencies in service quality;
5. Managing ordering, receipt, storage, and retrieval of products;
6. Ensuring compliance with OSHA and EPA regulations;
7. Implementing waste management practices including recycling;
8. Conducting operations between Monday through Friday from 0700 to 1630 hours, excluding federal holidays.

All work will be conducted at the USCG Station located at 800 N Station St, Port Aransas, TX 78373.
