Description

This is a combined synopsis/solicitation for commercial services prepared in accordance with the format in subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested, and a written solicitation will not be issued. This combined synopsis constitutes a solicitation and incorporates provisions and clauses in effect through federal acquisition circular 2024-02.

The solicitation number is 70Z03625Q0001.

This acquisition is set aside 100% for small businesses, the NAICS code is 238220 and the size standard is $19M.

The contract type will be a firm fixed-price purchase order. The evaluation process will be Lowest Price Technically Acceptable.

The United States Coast Guard (USCG) has a requirement to replace a 4-ton costal coated heat pump at Station Georgetown, SC in accordance with the statement of work.

Specific requirements can be found in the Statement of Work.

All bidders are strongly encouraged to visit the site to verify any details before submitting their bids. Site visits can be done Monday-Friday between 8:00 AM and 3:00 PM EST. To schedule a site visit, interested parties must contact MK2 Bradley Homes, MK2 Chris Johnson, or MK2 Joshua Hughes at (843) 546-2742 at least 24 hours in advance.

The contractor should visit the site and take such other steps as may be reasonably necessary to ascertain the nature and location of the work, the general and local conditions which can affect the cost of the work thereof. Failure to do so will not relieve bidders from responsibility for estimating properly the difficulty or cost of successfully performing the work. The government will assume no responsibility for any understanding or misrepresentations concerning conditions made by any of its officers or agents prior to the execution of the contract, unless included in the request for quotes, the specification or related documents.

To maintain fairness, all questions and their corresponding answers will be posted on the solicitation for visibility to all interested vendors. Please note that questions submitted after 4/25/25 will not be answered.

Make sure that your UEI is updated/or registered via www.SAM.gov website. It is mandatory that your UEI number is active within the SAM.gov website before doing business with the Coast Guard.

For the Solicitation Package, please download/print the attachments which consists of the SOW, Service Contract Act Wage Determination, SF-1449, and Provisions and Clauses. Please read the solicitation package carefully. Please write your estimate on your own in-house estimate sheet along with your UEI number and Tax ID number. Also include a price breakdown in labor and materials.

All quotes must be submitted via email to Adam.S.Hitchcox@uscg.mil by 5:00PM EST on April 30, 2025.

Telephone and mail requests of quotes will not be accepted. A formal notice of changes (if applicable) will be issued in Sam.gov.

The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation is the LOWEST PRICE TECHNICALLY ACCEPTABLE and most advantageous to the Government. The Government intends to award on an all or none basis to a responsible offeror whose offer conforms to the solicitation and provides the Government with the best value. The evaluation and award procedures in FAR 13.106 apply.

The Government intends to select one contractor for this acquisition. However, the Government reserves the right not to award a contract at all, depending on the quality of the proposals and prices submitted and the availability of funds.

Rejection of Unreasonable Offers: The Government may reject any quotation that is evaluated to be unreasonable in terms of program commitments, including contract terms and conditions, or unreasonably high or low in cost when compared to Government estimates, such that the proposal is deemed to reflect an inherent lack of competence or failure to comprehend the complexity and risks of the program.

Background
The United States Coast Guard (USCG) has a requirement to replace a 4-ton coastal coated heat pump at Station Georgetown, SC. This acquisition is set aside 100% for small businesses. The contract type will be a firm fixed-price purchase order, evaluated on the basis of Lowest Price Technically Acceptable.

Work Details
The contractor is required to install a new 4 Ton Coastal Coated HVAC system, replacing the failing 4-Ton Carrier HVAC system. The contractor must provide all labor, tools, equipment, and materials necessary for the installation. Specific tasks include:

- Removing and disposing of the existing HVAC system according to EPA guidelines;
- Reconnecting the new system to existing power, refrigerant lines, and ductwork;
- Installing a new condensate pan with safety features;
- Installing an air purification system;
- Replacing insulation where necessary; and
- Providing a new thermostat.

The contractor must also ensure that the manufacturer's warranty for the new equipment is a minimum of 5 years. Compliance with Coast Guard hot work requirements and coordination with Coast Guard for staging areas is mandatory.
