Healthcare Staffing Services for U.S. Immigration and Customs Enforcement Detainees   3

The Department of Homeland Security (DHS), U.S. Immigration and Customs Enforcement (ICE), Office of Acquisition Management (OAQ), on behalf of ICE Health Services Corps (IHSC) intends to execute an interim Labor Hour/Time and Material contract action on a sole source basis to STG International, Inc. DBA STGi (physical address: 2900 S Quincy ST STE 888, Arlington, Virginia 22206-2231, United States; Unique Entity ID: D8MVW9XGUS26; and Cage Code: 1GEJ7).

Under contract no. 70CDCR18C00000003, STGi provides on-site healthcare staffing services for ICE detainees at facilities where IHSC provides direct medical care to those within ICE custody. The period of performance of this contract will expire on 31 July 2023. As a result of a protest filed with respect to the competitively solicited follow-on requirement, an interim contract action, pending the outcome of the protest, is needed to continue these mission critical medical staffing services at IHSC locations across the country. This interim contract action will provide an additional 12-months of services with a period of performance of 08/01/2023 through 07/31/2024. A lapse in services would disrupt medical treatment for ICE detainees in custody. Only the incumbent, STGi, can meet the Government's needs within the required time period and no other service or provider will satisfy the agency requirement.

This notice is NOT a request for proposals or quotes. This is a notice of the Government's intent to issue a sole source award to STGi for the required services. Requests for copies of a solicitation in response to this notice will not be honored or acknowledged. Information received will be considered solely for the purpose of determining whether conducting a competitive procurement is in the best interest of the Government. A determination by the Government not to compete this proposed action based upon responses to this notice is solely within the discretion of the Government. The subject line in the email shall state Response to Notice. All information submitted should support the offeror's capability to provide the required items and shall be furnished at no cost to the Government. The Government reserves the right to cancel this interim contract action.
