Description

This is a pre-solicitation notice for AFLCMC/EBK Contracting Office at Robins AFB, GA requirement to refurbish approximately 1,000 each AGM-88B High Speed Anti-Radiation Missile (HARM), inert small quantities to Captive Air Training Missile (CATM) and Replace Exchange In Kind (REIK) with Legacy HARM Control Section Modification (HCSM). This effort will provide refurbished HARM missiles, NSN: 1410-01-317-3204, P/N: 704AS109, to Foreign Military Sales (FMS) customers and as a Replace Exchange in Kind acquisition the USAF will in turn receive credits from the vendor towards the upgrade of the HARM control section to HARM Control Section Modification (HCSM) part number 2294366-2.

This effort is Sole Source to Raytheon (CAGE: 15090); in accordance with FAR 6.302-1 Only One Responsible Source.

The Government intends to award a five-year, firm-fixed price, Indefinite-Delivery, Indefinite-Quantity Contract. The RFP and resultant contract will be structured with a basic ordering period of 12 months and four additional ordering periods of 1 year each. The anticipated quantities for each ordering period is listed below.

Basic Ordering Period: Refurb HARM 194 ea., Refurb CATM 23 ea., Mod HSCM 242 ea.
Ordering Period I: Refurb HARM 180 ea., Refurb CATM 20 ea., Mod HSCM 414 ea.
Ordering Period II: Refurb HARM 180 ea., Refurb CATM 20 ea., Mod HSCM 379 ea.
Ordering Period III: Refurb HARM 180 ea., Refurb CATM 20 ea., Mod HSCM 314 ea.
Ordering Period IV: Refurb HARM 170 ea., Refurb CATM 13 ea., Mod HSCM 284 ea.

The Government does not own a complete Technical Data Package (TDP).
Delivery requirements will be 365 calendar days after receipt of delivery order.
Delivery Location will be specified in each order.

FAR Part 15 procedures will be utilized. The anticipated award date is March 2019.
Offeror shall prepare their proposals in accordance with mandatory, explicit and detailed instructions contained in the RFP.
