Notice of Intent to Sole Source:

Command Fleet Readiness Center (COMFRC) intends to issue a sole source award in support of Fleet Readiness Center Southeast (FRCSE) in Jacksonville, Florida utilizing Simplified Acquisition Procedures. FAR 13.106-1(b)(1)(i) states for purchases not exceeding the simplified acquisition threshold, Contracting Officers may solicit from one source if the Contracting Officer determines that the circumstances of the contract action deem only one source reasonably available (e.g., urgency, exclusive licensing agreements, brand-name or industrial mobilization). The sole source award will be made to Illinois Tool Works, Inc., Doing Business As (DBA) Instron, for preventative maintenance and calibration of mechanical and hardness testing machines. The contractor shall provide all engineering, labor, supervision, materials, tools, and other items necessary to inspect, adjust, lubricate, calibrate and verify performance of mechanical and hardness testing machines in accordance with the applicable American Society for Testing and Materials (ASTM) standards, Instron maintenance plan, and Hardness Tester User Manuals. The contractor shall inspect, adjust, lubricate, calibrate and verify performance of Instron Model 55R1128 (S/N: 8032) and Instron Model 55R450E (S/N: 2249) mechanical testers. Illinois Tool Works, Inc. DBA Instron is the Original Equipment Manufacturer (OEM) of the machinery to be serviced and they have no authorized dealers. Instron is the sole manufacturer of mechanical testing instruments, accessories and software under the Instron name.

This is a notice of intent for information purposes only. All sources eligible to meet this requirement must respond in writing. Responses must be supported with a clear and convincing evidence that clearly articulate the company's ability to satisfy this requirement as outlined above. If no responses are received within five (5) calendar days after publication of this notice, to demonstrate comparable capability, then a sole source acquisition award will be made.
