The Army Contracting Command Rock Island (ACC-RI) on behalf of Project Manager, Close Combat Systems (PM CCS) is providing information to industry regarding the Hand Grenade Fuzes: M201A1, M201A1 Mod3, M208, M228, and M213. The purpose of providing this information is to conduct ongoing market research and to identify interested sources capable of manufacturing and delivering the following items:
FUZE, HAND GRENADE, M201A1 (M201A1 Fuze), NSN: 1330-00-293-9516, DODIC: G874, Top Level Drawing: 13-10-22, Specification: MIL-DTL-51353F. The M201A1 is a pyrotechnic delay igniting fuze used on various grenades to include, but not limited to, the M18/M83 smoke, AN-M14, and M330 grenades. The fuze is equipped with a steel safety pin and pull ring. The safety pin is removed to arm the grenade while holding the lever tight to the grenade body. When the lever is released, the spring-loaded striker rotates and initiates the primer. The primer ignites a delay element, which initiates the igniter. The igniter then activates the smoke mix achieving the desired signal or screening effect.
FUZE, HAND GRENADE, M201A1 MOD3 (M201A1 Mod 3 Fuze), NSN: 1330-01-603-9230, DODIC: GG35, Top Level Drawing: 13-10-82, Specification: EA-F-2361A- AM2. The M201A1 Mod 3 fuze is used on the M106 bursting smoke grenade. It differs from the M201A1 fuze with respect to the lever profile and incorporation of a confidence clip.
FUZE, SMOKE POT, M208 (M208 Fuze), NSN: 1365-01-564-8799, DODIC: K885, Top Level Drawing: 13018917, Specification: MIL-DTL-51353F. The M208 fuze is a variant of the M201A1 fuze and ignites the smoke mixture within the Smoke Pot, Practice, M8.
FUZE, GRENADE, HAND, PRACTICE, M228 (M228 Fuze), NSN: 1330-01-567-6575, DODIC: G878, Top Level Drawing: 9235210, Specification: MIL-DTL-14943. The M228 Practice fuze is a pyrotechnic delay igniting fuze used in conjunction with the M69 Training Practice Grenade body, as a trainer for the tactical M67 Fragmentation Hand Grenade with a M213 fuze. The fuze is equipped with a steel safety lever, safety clip, safety pin and pull ring, and confidence clip. When the lever is released, the spring-loaded striker rotates and initiates the primer. The M228 emits a small puff of smoke and sharp audible report when activated.
FUZE, HAND GRENADE, M213 (M213 Fuze), 1330-01-591-8976 (with confidence clip), DODIC: G877, Top Level Drawing: 13032728, Specification: MIL-DTL-32328. The M213 fuze is a pyrotechnic delay-detonating fuze with a high explosive detonator and is assembled on the M67 and M111 hand grenades. The body of the fuze contains a primer and a pyrotechnic delay column. Assembled to the fuze body are a striker, striker spring, and safety lever. The M213 Fuze is also equipped with a steel safety pin and pull ring, and confidence clip. The split end of the safety pin is diamond-shaped to prevent accidental removal and arming during shipping and handling. The pull ring is provided to facilitate easy removal of the safety pin. A second safety feature is the steel safety clip. The safety clip's purpose is to prevent the safety lever from moving in the event the safety pin is accidentally dislodged from the fuze.
Responses:
1. Interested companies should respond by providing the Government with a brief summary of the company's capabilities (a description of facilities, personnel, and past manufacturing experience as it relates to the above criteria) and availability. The NAICS code for this item is 332993, Ammunition (Except Small Arms) Manufacturing with a business size standard of 1500 employees. Respondents should indicate its business size in its response.
2. Interested companies should also provide its minimum and maximum monthly production capability (and if manufacturing resources are shared with other item/production lines) for each of the fuze configurations. Additionally, it is requested that respondents recommend a minimum procurement quantity required for economical production.
3. Due to current global supply chain and other factors, respondents are asked to identify any components or materials that may be subject to price volatility or scarcity and address what actions its firm is doing to mitigate risk related to obtaining materials, price impacts, and production stability.
4. A respondent to this notice should be able to demonstrate it possesses adequate technical and manufacturing capability and satisfactory past performance in the explosives processing industry. A respondent to this market survey/sources sought must have available a majority of the skills and facilities that are required to manufacture this item. If a respondent does not currently have the adequate resources (technical, manufacturing, personnel, etc.) available, the respondent must be able to describe and demonstrate its ability to obtain these resources in a timely fashion manner to meet immediate Government/Foreign Military Sales (FMS) requirements. If a respondent chooses to utilize the services of sub-tier vendors or subcontractors, those vendors or subcontractors must also meet these criteria. All contractors interested in this potential future solicitation must be registered in the System for Award Management (SAM) database.
5. The Government's acquisition strategy and any resultant Request for Proposal may be to establish a firm-fixed-price, Indefinite Delivery/Indefinite Quantity (IDIQ) contract(s). The period of performance of the contract may be for three years or for five years. Respondents are requested to provide feedback on the perceived benefits and detractors of a three year vs. five year IDIQ contract period of performance.
6. In accordance with Section 806, Procurement of Conventional Ammunition, of the Strom Thurmond National Defense Authorization Act for Fiscal Year 1999, certain aspects of any resultant RFP and contract award(s) may limit competition to the National Technology Industrial Base (NTIB), namely the United States and Canada, for various components, Load/Assemble/Pack (LAP) activities, and/or end items. Respondents are requested to identify any known or potential implications any NTIB restrictions may have on its ability to produce the identified end items.
7. The fuzes identified in this notice were previously procured via a consolidated contract which also included various grenades (M67, M111, and M112 grenades). Respondents are requested to provide industry perspective whether a consolidated contract (grenades & fuzes on the same contract) or a breakout-strategy (standalone grenades contract(s) & standalone fuze contract(s)) would be of greater benefit to interested parties and why.
8. Multiyear Procurement (MYP): MYP is a method of competitively purchasing up to 5 years of requirements in one contract, which is funded annually as appropriations permit. If it is necessary to cancel the remaining quantities in any year, the contractor is paid an agreed-upon portion of the unamortized non-recurring start-up costs. MYP must be approved by Congress. Respondents are requested to provide industry perspective whether MYP for this requirement would enable industry partners to provide beneficial terms to the Government (e.g. unit pricing, dedicated resources, delivery schedule, etc.) as well as benefits to your firm's business planning and execution.
This is a sources sought notice/market survey for planning purposes only and shall not be construed as a Request for Proposal or as an obligation on the part of the Government. The Government does not intend to award a contract on the basis of this market survey or otherwise pay for information solicited. All information submitted will be held in a confidential status.
Market Research means collecting and analyzing information about capabilities within the market to satisfy agency needs. The Government will utilize the information provided only to develop the acquisition strategy for future requirements that may materialize, including FMS requirements. Once a notional acquisition strategy is prepared based on the collection and analysis of responses, the Government must seek a myriad of approvals to proceed with that strategy (e.g. Full & Open Competition vice Sole Source) and prepare the resultant Request for Proposal. If the Government's strategy is misinformed by the responses, or lack thereof, collected and analyzed in response to this Sources Sought, significant delays related to source selection and requirements for submission of certified cost and price data to conduct a cost analysis and any applicable DCAA audits may be realized. Interested contractors that currently possess the capabilities to produce these items are encouraged to respond with its capability statements or otherwise respond affirming that they are NOT interested in this requirement, with rationale. Interested contractors that do not currently possess the capabilities to produce these items are encouraged to respond with its capability statements, however it is imperative that the response be thorough and reflect the company's true intent and commitment to obtain the resources to become a successful manufacturer. All of these considerations will impact the Government's strategy and may ultimately impart significant delays and administrative burdens on contractors seeking a contract award should that strategy be incorrect.
