Background
The Department of Veterans Affairs (VA) is issuing this solicitation for roof inspection services at the Clement J Zablocki VA Medical Center located in Milwaukee, WI. The goal of this contract is to ensure the maintenance and upkeep of the roofing systems across multiple buildings on the campus, which is crucial for the safety and functionality of the facilities serving veterans.

Work Details
The contractor shall provide all labor, materials, tools, and equipment necessary to execute an annual Roof Inspection, General Upkeep, Maintenance, and Annual Report for approximately 515,000 square feet of roofing across various buildings. The work includes:

1. **Roof Inspection**: Conduct a visual survey of the exterior condition of building roofing and related sheet metal, documenting any problems found. This includes checking for deterioration or damage to metal wall panels, brick wall dividers, and parapets.

2. **General Upkeep**: Perform routine tasks such as debris removal to ensure safety and facilitate inspections on the roof surfaces, gutters, interior drains, and through-wall scuppers.

3. **Maintenance**: Tasks include re-caulking open metal flashing, topping off pitch pockets, re-sealing suspect mechanical and perimeter base flashing openings, redistributing wind-blown ballast, and securing drain clamping and vent pipe rings.

4. **Annual Report**: Provide a digital report broken down by building number detailing inspections conducted, hours worked on each task category (Inspection, Upkeep, Maintenance), a roof condition report with budgetary information and photographs. This report must be submitted within 30 days after completing inspections.

Period of Performance
The contract will have a base year from April 1, 2025 to March 31, 2026 with four additional option years extending through March 31, 2030.
