Amendment #2 - 8/21/2024 - Important question was answered: Question: Can a scissor lift be used on the mezzanine? Answer: The mezzanine load rating cannot be confirmed. Contractor shall acknowledge use of heavy lifts are not permitted to be placed on the mezzanine. Also contractor shall confirm OSHA standards will be followed, specifically in regards to fall protection requirements. Fall protection shall be used for the duration of the contract. Contractor is responsible for all means and methods to implement fall protection measures.

This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. Solicitation W50S8D24Q10UE is being issued as a Request for Quote (RFQ). Incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2024-03. This acquisition is being solicited as a 100% total small business set-aside. The North American Industry Classification System (NAICS) code is 238170 with a small business size standard of $19 million. Only one (1) award will be made as a result of this combined synopsis/solicitation. The 105th Airlift Wing is seeking services to perform repairs to our gutter system in Building 100 North in accordance with the attached Performance Work Statement (PWS).
CLIN 0001 - Contractor will remove/discard existing gutters liner at building 100 and shall furnish and install GAF Topcoat in accordance with the attached PWS. I've attached several pictures to better assist you in preparing an offer.
The Government will award a contract resulting from this solicitation to the responsible offeror whose quote conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers:

(ii) Technical Capability
Evaluation of price will be performed using one or more of the price analysis techniques in FAR 13.106-3. Through these techniques the Government will determine whether the price is reasonable, complete and not unbalanced. You may include descriptive product literature, technical information, spec sheets, etc., which clearly indicates the products offered meet the Government's minimum requirements.Failure to provide this information will render the quote non-responsive and will be removed from further award consideration. Award will be made to the lowest priced quote that provides sufficient explanation/documentation to demonstrate their ability to conform to the requirements of the PWS. Wage Determination No. 2015-4159, Revision 25 dated 04/10/2024 applies to this procurement.
Site Visit is scheduled for Tuesday August 13, 2024 @ 10 am for all of those who are interested. If you plan on attending the site visit, you MUST let kevin.fenner.1@us.af.mil AND joseph.kugler.1@us.af.mil know ahead of time. Individuals that have Not for Federal Purposes on their license MUST bring two (2) forms of government ID (Drivers License, SS card, Passport, etc.). ***You will NOT be allowed access to the base without the two forms of ID*** If you have the New York State Enhanced drivers license, you will not need the second form of government ID.
We will NOT entertain a second site visit.

Background
The 105th Airlift Wing Civil Engineer Squadron is seeking to replace the gutter system on the roof of Building 100 at Stewart Air National Guard Base in Newburgh, NY. The current gutter system has been identified as a source of leaks within the building, necessitating this repair contract. This solicitation is a Request for Quote (RFQ) and is set aside for small businesses.
Work Details
The contractor will be responsible for removing and discarding the existing gutter liners at Building 100 and installing a new gutter system. The scope of work includes:
1. Removal of all debris and existing rubber gutter liners from all gutters to be coated, lined, and prepped as required.
2. Proper disposal of all debris generated during the work.
3. Installation of a GAF TOPCOAT® metal roof restoration-silver system in the gutters along drainage grating with appropriate hardware.
4. Gutter dimensions are approximately 630 linear feet with sizes of 12inx18inx12in.
5. Replacement of 27 total 6-inch drains along with elbows where they meet the exterior gutter at penetration, adhering to industry standards.
6. Daily cleaning of the worksite and removal of any foreign object debris (FOD) hazards throughout the performance period.
