SOURCES SOUGHT SYNOPSIS

The General Services Administration is seeking information regarding the following:

This Sources Sought Synopsis is issued solely for planning purposes and is a market research tool to determine availability and adequacy of potential sources. This is not a Request for Proposals or Quotes or an obligation on the part of the Government to acquire any goods or services. Responses to this Synopsis are not offers and cannot be accepted by the Government to form a binding contract. The Government reserves the right to determine how it should proceed as a result of this Synopsis. Furthermore, those who respond to this Synopsis should not anticipate feedback with regard to its submission. The Government will not pay any cost incurred in response to this Synopsis. All costs associated with responding to this Synopsis will be solely at the responding party's expense. The information provided in this Synopsis is subject to change and is not binding on the Government. Please carefully review this posting and respond according to the directions listed below.

Requirement Description:

The General Services Administration (GSA) is contemplating a solicitation for construction services over $250,000.00. The anticipated multiple award Indefinite Delivery Indefinite Quantity (IDIQ) contracts will service Federal facilities and leased locations within four (4) Zones in New York State. The Zones are designated as follows:

Zone 1 - Metropolitan New York City Area (All GSA-controlled Federal facilities and leased locations located in the following Counties): Bronx (NY), Kings (Brooklyn) (NY), New York (Manhattan) (NY), Queens (NY), Richmond (Staten Island) (NY), Suffolk (NY), Nassau (NY), Westchester (NY), Bergen (NJ), Essex (NJ), Hudson (NJ), Middlesex (NJ), Monmouth (NJ), Morris (NJ), Passaic (NJ), and Union (NJ).

Zone 2 - Western Upstate New York (All GSA-controlled Federal facilities and leased locations located in the following NY Counties): Allegany, Cattaraugus, Chautauqua, Erie, Genesee, Livingston, Monroe, Niagara, Ontario, Orleans, Steuben, Wayne, Wyoming, and Yates.

Zone 3 - Central Upstate New York (All GSA-controlled Federal facilities and leased locations located in the following NY Counties): Broome, Cayuga, Chemung, Chenango, Cortland, Delaware, Herkimer, Jefferson, Lewis, Madison, Oneida, Onondaga, Oswego, Otsego, St. Lawrence, Schuyler, Seneca, Tioga and Tompkins.

Zone 4 - Eastern Upstate New York (All GSA-controlled Federal facilities and leased locations located in the following NY Counties): Albany, Clinton, Columbia, Dutchess, Essex, Franklin, Fulton, Greene, Hamilton, Montgomery, Orange, Putnam, Rensselaer, Rockland, Saratoga, Schenectady, Schoharie, Sullivan, Ulster, Warren, and Washington.

The requirement may include, but not limited to the services listed below:

  • General construction services;
  • Construction services with design-build capabilities;
  • Painting;
  • Flooring and Carpeting;
  • Walls and framing;
  • Demolition;
  • Carpentry;
  • Heating, Ventilation and Air Conditioning;
  • Vertical Transportation
  • Electrical;
  • Fire Protection;
  • Ceilings;
  • Plumbing;
  • Hazmat Abatement;
  • Roofing and Waterproofing;
  • Facade and Fenestration;
  • Masonry and Historic Building Repairs;
  • Structural Repairs; and
  • Pavements.

The contractor must be capable of simultaneously performing several tasks of varying complexity in the referenced geographic locations and successfully deliver projects with a focus on quality, budget and schedule. The success of the Contract depends on satisfactory performance of the requirements and satisfaction of the occupants of these Federal facilities and leased locations (primarily employees from other Federal agencies). The contractor will be required to furnish a bid guarantee which shall be at least 20% of the bid price but shall not exceed $3 million for the IDIQ for the expected Maximum Order Limitation of $100 Million; and 100% for both payment and performance bonds for each issued Task/Delivery Order.

The intended term of the IDIQ is a one-year base period with four (4) one-year renewable options, for a total anticipated period of performance of five (5) years. The NAICS Code for this project is 236220 - Commercial and Institutional Building Construction, and the Small Business size standard is $45 million in annual receipts averaged over a concern's latest three (3) completed fiscal years. An interested company can request to be considered for one (1) Zone or more than one (1) Zone.

Submission Requirements:

Provide evidence of qualifications of contractor's qualifications to perform successfully on this prospective contract and demonstrate the ability to meet all of the services requirements previously mentioned.

2. Executive Summary: Include company mission statement, history, name of principals and specializations. (Limit two (2) printed pages; 8-1/2 x 11)

3. Capabilities Statement: include information detailing at least three (3) contracts for construction projects over $250,000 that includes any of the services listed in the requirement description substantially completed within the past five (5) years (Government or non-Government facilities). A similar contract is defined as one that is comparable in magnitude, scope, complexity and duration to the requirements as defined by this Notice. The statement should also include a detailed narrative demonstrating the responder's experience in the type of services specified. Prior Government contract work is not required for submitting a response under this Sources Sought Synopsis. (Limit four (4) printed pages; 8-1/2 x 11)

4. Bonding capabilities shall include single project limit and aggregate limit, or ability, plans, and anticipated timeframe to obtain bonding.

5. If you are a small business firm based on the size standards provided herein, please advise if your firm is considered a women-owned small business, small disadvantaged, veteran-owned small, service disabled veteran-owned, and/or a HubZone small business.

6. If you are large business firm based on the size standard provided herein, and have been awarded a Federal contract within the last three (3) years, please provide at least one (1) of the following:

6.1 A copy of an approved Small Business Subcontracting Plan under a federally contracted award in the last three (3) years.

6.2 Outline the percentage of work you have subcontracted to small businesses under a federally contracted award in the last three (3) years.

7. If you are responding to this Notice from outside the geographic location of the work, please provide a narrative detailing how you propose to mobilize and perform the work at a fair and reasonable price to the Government.

8. List all pertinent questions and concerns about this requirement.

Do Not Include the Following in the Response:

  1. Do not submit formal proposals or offers.
  2. Do not submit requests to be considered for award or to be notified of a future solicitation.
  3. Do not submit requests to be added to a mailing or distribution list.
  4. Do not submit questions or comments not related to this Sources Sought Synopsis.
  5. Do not respond via telephone.
