Background
The General Services Administration (GSA), Public Buildings Service (PBS), Acquisition Management Division (AMD) is issuing a pre-solicitation notice for an Indefinite Delivery Indefinite Quantity (IDIQ) Multiple Award Task Order Construction Contract (MATOC) aimed at fulfilling construction needs in the states of Iowa, Kansas, Missouri, and Nebraska. This procurement is Full and Open, allowing for a competitive bidding process without small business set-asides.

The contract's goal is to provide general contractor services for various construction projects that support GSA's mission to manage federal properties effectively.

Work Details
The contract will encompass a wide range of construction tasks primarily focused on repair/alteration and tenant finish projects within occupied federally owned or leased buildings. Typical tasks may include modifications to architectural components and related electrical systems such as ceilings, walls, floors (including access floor systems), roofing systems, millwork, and wall coverings.

Additionally, work may involve modifications and replacements of mechanical systems including air handling units, chillers, boilers, ductwork systems and accessories, piping systems (including pumps), HVAC system controls, fire protection sprinkler systems and accessories, as well as plumbing equipment/accessories. Electrical system work may include lighting systems and primary/secondary power distribution systems. Special competencies are required for tasks involving membrane roofing, asbestos abatement, PCB removal, and elevator work.

Contractors will be responsible for renovation and conversion of buildings according to specifications, administering construction contracts and subcontracts, conducting field verification and site investigations, preparing cost estimates, managing schedules, ensuring compliance with building codes and regulations, performing quality control measures, and other supplemental services as requested by GSA.

Period of Performance
The contract will have a total duration of five years consisting of one base year with options for four additional years.

Place of Performance
The construction projects will be performed in the states of Iowa, Kansas, Missouri, and Nebraska.
