GROUNDWATER MONITORING AND INTERIM REMEDIAL OPERATIONS MODIFICATIONS, BULK FUELS FACILITY, KIRTLAND AIR FORCE BASE, NEW MEXICO

The proposed procurement will be competed as a Small Business Set-Aside using a Best Value Trade-off source selection process in accordance with FAR 15, open to all small businesses. NAICS is 562910, with a size standard of 750 employees. The solicitation will be issued on 01 May 2020, with proposals due 01 June 2020 at 14:00 (2:00 PM) Mountain Daylight Time. Offerors are advised that this requirement may be delayed, canceled, or revised at any time during the solicitation, or final award process, and is subject to the availability of funds.

In general, the services are to address groundwater contamination associated with historical releases from the Bulk Fuels Facility (BFF) at Kirtland Air Force Base (KAFB). The primary objective of this contract is to fulfill KAFB obligations to address groundwater contamination resulting from historical releases of the BFF. The Government is seeking qualified, experienced sources capable of performing a full range of environmental remedial services necessary to meet stringent Department of Defense (DoD) quality requirements and to meet complex and evolving regulatory criteria. The services include planning; permitting; regulatory compliance; collection of contaminant, geochemical, lithologic, hydraulic, and mechanical data; interpretation of chemical data sets to make assessments of contaminant nature extent and degradation processes; use of operational data to generate optimized system designs; perform remedial treatment system operation and construct system upgrades; produce technical documents capable of withstanding subject matter expert scrutiny.

In order to effectively address remedial objectives, KAFB is required to coordinate multiple studies, operations, and interim measures and to make effective communication with stakeholders and regulators. As such numerous supporting tasks are required and include:

  • Maintaining and operating the existing BFF Groundwater Treatment System (GWTS) in accordance with regulatory permits and approved Operation Maintenance and Monitoring (OM&M) plans.
  • Monitoring groundwater soil gas, drinking water, GWTS and associated media to assess plume conditions, assess safety of drinking water supplies, and assess interim measures.
  • Optimizing, improving, and modifying the GWTS to most effectively contain groundwater contamination in order to ensure safety of public and KAFB water supply.
  • Optimizing, improving, and modifying groundwater interim measure in order to address regulatory requirements as needed to address environmental hazards,
  • Evaluating remedial alternatives by implementing studies or pilot testing as required by the Government.
  • Coordinating with the Government and other contractors to provide the Government information necessary to perform planning and to brief stakeholders and regulators.

The Contractor shall execute environmental remedial services necessary to address contamination at KAFB SWMUs ST-106 and SS-111. The Contractor shall implement, monitor, and maintain interim measures in accordance with approved permits and Contractor plans. The Contractor shall perform remedial services, remedial construction, and environmental studies tasks at the Government's discretion and based upon the current site condition and need. Services include:

  • planning and permitting
  • meetings and presentation
  • OM&M of existing interim measure infrastructure
  • design and construction for expansion, modification, and optimization of
    interim measures
  • pilot test implementation
  • environmental investigations, studies, and site monitoring,
  • drinking water monitoring,
  • interim measures system performance assessment, and
  • preparation of documents.
    All work will be performed in accordance with any and all applicable rules, regulations, publications, manuals, and guidelines. The contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items and non-personal services necessary to provide groundwater monitoring and interim remedial operations, maintenance and modifications, Bulk Fuels Facility, Kirtland Air Force Base, Bernalillo County, New Mexico.
    The solicitation will be advertised as a Request for Proposal via Internet only, as well as any issued amendments. Competitive proposals will be evaluated based on the evaluation criteria set forth in the solicitation package. Evaluation by the Government will result in selection of a firm that represents the best value to the Government. The proposed procurement will result in firm fixed price service contract.
