The Department of Veterans Affairs, National Cemetery Administration, Contracting Services, 18434 Joplin Road, Triangle, VA 22172 is soliciting quotations for Grounds Maintenance Services at Ft Douglas National Cemetery, 405 Chipeta Way, Salt Lake City, UT 84108 .

Note: This is a total Service-Disabled Veteran-Owned Small Business (SDVOSB) set-aside solicitation, offerors must be certified through Small Business Administration (SBA) VetCert.

This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) subpart 12.6, Streamlined Procedures for Evaluation and Solicitation for Commercial Items, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested, and a written solicitation document will not be issued. The Government reserves the right to make no award from this solicitation.

Basis of Award. This procurement is being conducted pursuant to FAR Part 13.5 procedures. The Government intends to award a contract resulting from this solicitation to the responsible offeror whose quote, conforming to the solicitation, quotes the lowest price, whose quoted price does not exceed the amount of funding available for the procurement, and whose quoted price is found to be reasonable.

This solicitation is a request for quotations (RFQ). The government anticipates awarding a Firm, Fixed-priced, Indefinite-Delivery, Indefinite-Quantity (IDIQ) Services contract with a Base period of twelve (12) months with four (4), twelve (12) month option periods.

Evaluation of Quotes:

Quotes will be evaluated in the following manner. The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers:

Lowest Price Technically Acceptable (LPTA)

To be considered Technically acceptable quotes must contain:

  • Resume of Services Supervisor. This position must be an employee of prime contractor and cannot be subcontracted. Supervisor must be an employee of the prime contractor for minimum of three (3) years and resume must demonstrate experience on minimum of two (2) similar projects with job titles and dates of employment.
  • Prime contractor must show documentation demonstrating business operations in primary NAICS category 561730 Landscaping Services for at least five (5) years. Business operations must be directly performing services. Businesses performing logistics or administrative or support elements only will not be considered.
  • Prime contractor must provide references demonstrating satisfactory performance at a minimum of three (3) similarly sized facilities within the last two (2) years.

  • Positive or Neutral CPARS rating. Offerors without CPARS ratings will be rated Neutral .

Wage Determination Information: U.S. Department of Labor Wage Determination 2015-5489, rev. 24, published July 22, 2024, is applicable to all services (except Headstone Setting/Raise and Realignment CLIN 0008) provided under the contract. Davis Bacon Act Wage Determination UT20240085 is applicable to Headstone Setting/Raise and Realignment CLIN 0008.

Current Federal Acquisition Circular: Federal Acquisition Circular (FAC) 2024-06 was published in the Federal Register July 25, 2024.

Site Visit Information: A site visit will be held at 9am local on January 29th and 30th, 2025. Offerors may attend either session. In accordance with FAR 52.237-1, offerors or quoters are urged and expected to inspect the site where services are to be performed and to satisfy themselves regarding all general and local conditions that may affect the cost of contract performance, to the extent that the information is reasonably obtainable. In no event shall failure to inspect the site constitute grounds for a claim after contract award.

Questions and Answers: All solicitation questions must be submitted through email to the Contracting Officer: brian.werner2@va.gov. Vendor questions must be received by 3pm EST on February 3, 2025, and will be answered via solicitation amendment no later than February 6, 2025. Questions submitted after the Q&A due date will not be answered.

Offer Due Date: All quotations shall be sent via email to the Contracting Officer: brian.werner2@va.gov. Submissions must be received by 3pm EST on Monday, February 10, 2025. Late submissions will not be accepted. Only e-mailed quotes will be accepted. It is the responsibility of the vendor to ensure the Governments timely receipt of their quote.

Background
The Department of Veterans Affairs, National Cemetery Administration is soliciting quotations for Grounds Maintenance Services at Ft Douglas National Cemetery located in Salt Lake City, Utah.

The mission of the National Cemetery Administration is to honor veterans with a final resting place and lasting memorials that commemorate their service. This contract aims to ensure that the cemetery is maintained as a dignified and respectful setting, reflecting the nation's appreciation for veterans' sacrifices.

The Fort Douglas Post Cemetery spans 3.6 developed acres and contains the remains of veterans, spouses, and dependent children.

Work Details
The Contractor shall provide all personnel, equipment, tools, supervision, and services necessary for interment operations and grounds maintenance at the Cemetery. Services include:

- Maintenance of grounds
- Regular mowing
- Weed eating
- Blade edging
- Trimming
- Removal of leaves and debris
- Sweeping or blowing off roads and sidewalks
- Irrigation system maintenance
- Maintenance of gravesites and headstones
- Raising and realignment of headstones
- Washing headstones
- Installation and maintenance of initial and replacement headstones
- Turf maintenance
- Mulched planting bed maintenance
- Plant and tree maintenance
- Sunken grave repair
- Transporting casketed and cremated remains from the service area to gravesites
- Interments of casketed and cremated remains
- Grave excavation and backfilling
- Trash removal
- Snow and ice removal
- Placement and removal of flags. The Contractor may also be required to be on-site during Memorial Day weekend and other special days as requested by the Contracting Officer Representative (COR).

Period of Performance
The contract will have a base period of twelve (12) months with four (4) additional twelve (12) month option periods.
