Background
The U.S. Army Corps of Engineers (USACE), Louisville District, is seeking to construct a new Ground Transport Equipment Building (GTEB) for the Ground Vehicle Systems Center (GVSC) at Detroit Arsenal (DTA) in Warren, Michigan. The estimated construction cost falls between $25,000,000 and $100,000,000 as per DFARS 236.204. The procurement is a single-phase, Design/Bid/Build, 100% Full and Open (Unrestricted) process. It requires the HUBZone 10% price evaluation in accordance with Federal Acquisition Regulation 19.1307.

Work Details
The project involves the installation of a Simplex fire alarm panel, specifically the Simplex 4100 ES Fire Control Unit, to integrate the new building into DTA’s installation-wide Fire Alarm/Mass Notification System (FA/MNS). The building primarily consists of high bay workspace for durability testing of components and assemblies used on ground-based equipment and weapon systems. The construction will include the installation of a FA/MNS that meets current Unified Facilities Criteria (UFC) codes and integrates seamlessly into the Installation’s existing Simplex system.
