Background
The Department of Commerce, National Oceanic and Atmospheric Administration (NOAA) intends to issue one or more Indefinite Delivery/Indefinite Quantity (IDIQ) contract(s) for the requirements described in the attached draft Performance Work Statement with a one (1) year base period and four (4) one (1) year option periods. The Government is requesting that interested parties submit questions and/or comments, to be received no later than February 22, 2022 at 4PM Eastern Time, to Sabrina McIntyre (sabrina.mcintyre@noaa.gov) and Markita Simmonds (markita.simmonds@noaa.gov). Telephone calls will not be accepted. The Government does not intend to issue individual responses to submitted questions or comments, but they will be used to inform any changes to the draft document prior to formal solicitation release.

Work Details
The National Oceanic and Atmospheric Administration (NOAA) National Environmental Satellite, Data, and Information System (NESDIS), Office of Projects, Planning, and Analysis (OPPA) requires an Indefinite Delivery/Indefinite Quantity (IDIQ) contract for Ground Station as a Service (GSaaS) including site certification, telemetry downlink data services, and satellite commanding data services. The GSaaS contract will provide agility for NESDIS to add or reduce ground station service task orders for future NESDIS or partner missions as they are defined. The GSaaS contract will include primary services such as Space to Ground Communication Service and Ancillary Support Services including Systems Compatibility Assessment Services, Proficiency Test and Demonstration Services, Technical Support and Troubleshooting Services, and Unique Implementation and Deployment Services.

Period of Performance
The base period of performance will be one (1) year from July 1, 2022 to June 30, 2023 with four (4) 1-year option periods.
