144 kW Ground Power Unit (GPU)

The Government is conducting market research to determine an acquisition strategy to design, develop, test and produce immediately a minimal mission essential quantity of 6 144kW GPU (of a total fleet of 250) units. This includes identifying potential sources that possess the expertise, capabilities and experience to design, test, and produce a 144kW GPU for the DoD. The potential acquisition strategies being considered range from an Undefinitized Contracting Action (UCA) for a minimum mission essential quantity of 6 completed/tested units. The 6 units would be comprised of 2 prototypes to be available not later than July 30, 2025 and 4 production units to be available not later than 1 October 2026. Other options include awarding a long-term contract, to multiple contracts for design, with a down select prior to production for the balance of 244 units. The Government seeks to maximize the use of non-developmental items.

This requirement for a 144 kW/180 kilovolt-ampere (kVA) generator set, hereinafter referred to as the 144kW GPU, defined by PD21WRWZEA007, is used to provide 115/200 volts alternating current (VAC), 400 Hertz (Hz), 28.5 volts direct current (VDC), and 270 VDC external ground power, at locations world-wide, for multiple external power receptacle United States Air Force (USAF) aircraft such as the E-3, E-4, E-8, EC-130, KC-46, OC/RC-135, and other specialized aircraft for various ground-based maintenance activities. Simultaneously with all other outputs, the GPU shall be capable of providing low amperage single phase, 120 VAC, 60 Hz and low amperage three phase 208 VAC, 60 Hz. The GPU shall be the latest state of the art design and shall comply with the requirements of the Purchase Description unless specified otherwise by the governing contract.

Attached also is a Statement of Work used for the original procurement and a Purchase Description and its amendments (available upon registration) identifying the requirement for which we are seeking industry input. The USAF is seeking to maximize commercial and existing DoD technologies as much as possible. The USAF is also seeking information concerning the production capacity that currently exists.

144 kW Universal Load Bank (ULB)

The Government is conducting market research to determine an acquisition strategy to design, develop, test and produce immediately a minimal mission essential quantity of 6 144 kilo-watt (kW) ULB (of a total fleet of 300) units. This includes identifying potential sources that possess the expertise, capabilities and experience to design, test, and produce a 144kW ULB for the DoD. The potential acquisition strategies being considered range from an Undefinitized Contracting Action (UCA) for a minimum mission essential quantity of 6 completed/tested units. The 6 units would be comprised of 2 prototypes to be available not later than July 30, 2025 and 4 production units to be available not later than 1 October 2026. Other options include awarding a long-term contract, to multiple contracts for design, with a down select prior to production for the balance of 294 units. The Government seeks to maximize the use of non-developmental items.

This requirement, as defined by PD21WRWNZEA009, is for a 144 kW/180 kilovolt-ampere (kVA) ULB, hereinafter referred to as the ULB. The ULB is used as a mobile test set for periodic maintenance and troubleshooting of United States Air Force (USAF) flightline generator sets including the Ground Power Units (GPUs) defined by PD21WRWZEA008, motor generators, solid-state frequency converters, solid-state direct current (DC) power supplies, and the B-52H Stratofortress aircraft's on-board alternating current (AC) generators. The ULB shall be the latest state of the art design and shall comply with the requirements of this document unless specified otherwise by the governing contract.

Background
The Government, specifically the United States Air Force (USAF), is conducting market research to determine an acquisition strategy for the design, development, testing, and production of a minimal mission essential quantity of 6 units of the 144 kW Ground Power Unit (GPU) and 6 units of the 144 kW Universal Load Bank (ULB).

The total fleet requirement includes 250 GPUs and 300 ULBs. The goal is to identify potential sources with expertise and capabilities to fulfill these requirements while maximizing the use of non-developmental items.

Work Details
The contract involves the following specifications for the products:
1. **144 kW Ground Power Unit (GPU)**:
- Capacity: 144 kW / 180 kVA
- Outputs: 115/200 VAC at 400 Hz, 28.5 VDC, and 270 VDC external ground power.
- Compatibility: Designed for USAF aircraft including E-3, E-4, E-8, EC-130, KC-46, OC/RC-135.

Place of Performance
The products will be delivered to various locations worldwide as required by the USAF.
