Description

The United States Agency for International Development (USAID) is seeking innovative proposals to provide services in support of the Green Recovery Investment Platform (GRIP) for USAID's Bureau for Resilience and Food Security (USAID/RFS), as described in the attached Request for Proposals (RFP). This procurement is being conducted through full and open competition for which the procedures in FAR Part 15 of the Federal Acquisition Regulation (FAR), will apply.

Subject to the availability of funds, USAID anticipates the award of a Cost-Plus-Fixed-Fee, Completion-Type Contract with a five-year base period and one three-year option period of performance. GRIP is intended to mobilize private finance and private sector actions that support the transition to an equitable and resilient net-zero economy while stimulating recovery from the COVID-19 pandemic.

Background

Subject to the availability of funds, USAID anticipates the award of a Cost-Plus-Fixed-Fee, Completion-Type Contract with a five-year base period and one three-year option period of performance. GRIP is intended to mobilize private finance and private sector actions that support the transition to an equitable and resilient net-zero economy while stimulating recovery from the COVID-19 pandemic.

Work Details
The purpose of this contract is to mobilize private finance and private sector actions that support the transition to an equitable and resilient net-zero economy while stimulating recovery from the COVID-19 pandemic. This is a Performance-based Cost-Plus-Fixed-Fee (CPFF) completion type contract which will provide field support and include mission funding. The contract will be centrally managed. The estimated cost for the five-year base period of performance is $TBD, with a fixed fee of $TBD.

The estimated cost for the three-year option period is $TBD, with a fixed fee of $TBD. The contract budget structure includes core activities, direct and indirect costs, fixed fee, Grants Under Contracts (GUCs), field support, field activities, field fixed fee, and GUC totals.

Period of Performance
The estimated period of performance for this Contract is a five-year base period with one three-year option period for a total period of performance that cannot be extended beyond eight years from the date of award. The primary place of performance for this contract is Washington, D.C., with work to be performed at the Contractor’s offices. Additional work will take place at USAID Mission(s) as directed by USAID.
