GQM-163A Supersonic Sea Skimming Targets (SSST) Full Rate Production (FRP) Lots 18-20

The Naval Air Systems Command (NAVAIR), Patuxent River, MD intends to award a sole source contract to Northrop Grumman Systems Corporation (NGSC), Launch Vehicle Division (LVD), Chandler, AZ for the Full Rate Production (FRP) Lot 18 with Options for Lots 19 and 20 of the GQM-163A surface-launched aerial target system that emulates the anti-ship cruise missile in support of weapon system test and evaluation and fleet training events. It is anticipated that the resulting contract will be Firm-Fixed-Price (FFP) for the procurement of GQM-163A aerial base target vehicles, in estimated quantities of up to 28 targets for each FRP lot. The procurement will also include, but is not limited to: (1) GQM-163A target vehicles and related equipment; (2) technical support services and related supplies; (3) Engineering Change Proposals (ECPs) and related support; and (4) technical and administrative data for the United States Navy, Foreign Military Sales (FMS), and other customers. The contractor will be responsible for the services and support to ensure that hardware will be available to support future launch operations. The anticipated contract will fulfill the needs of the U.S. Navy as well as potential FMS customers.

This requirement will be procured in accordance with the statutory authority permitting other than full and open competition under Title 10 U.S.C. 3204(a)(1), as implemented by FAR 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements. NGSC is the sole designer, developer, and manufacturer of the Supersonic Sea Skimming Target (SSST) and is the only known qualified, responsible source that possesses the necessary knowledge, experience, and technical data required to fulfill the requirements specified.
