This is a combined synopsis/solicitation for commercial products and commercial services prepared in accordance with the format in Federal Acquisition Regulation (FAR) subpart 12.6, Streamlined Procedures for Evaluation and Solicitation for Commercial Products and Commercial Services, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested, and a written solicitation document will not be issued.

This solicitation is issued as an RFQ. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2024-05

This solicitation is full and open however, all responsible small businesses are invited to submit proposals. Offerors must demonstrate the ability to fulfill the requirements outlined in the SOW.

The associated North American Industrial Classification System (NAICS) code for this procurement is 611420.

The FSC/PSC is U099.

The NIH Office of Research Facilities, Central Utility Plant is seeking to purchase GPiLearn+ online Learning Management System to deploy & track training for Central Utility Plant personnel.

The resultant award will be a purchase order for a period of five (5) years consisting of one (1) base year and four (4) option years.

Base Year - 1 September 2024 31 August 2025

Option Year 1 - 1 September 2025 31 August 2026

Option Year 2 - 1 September 2026 31 August 2027

Option Year 3 - 1 September 2027 31 August 2028

Option Year 4 - 1 September 2028 31 August 2029

The Government reserves the right to cancel this solicitation without making an award. The Government reserves the right to award without discussions.

Background
The NIH Office of Research Facilities, Central Utility Plant is seeking to purchase the GPiLearn+ online Learning Management System to deploy and track training for Central Utility Plant personnel. This solicitation is issued as a Request for Quotation (RFQ) targeting commercial products and services. It is a full and open solicitation inviting responsible small businesses to submit proposals.

Work Details
The contractor shall perform all professional services necessary for the implementation of the GPiLearn+ Learning Management System at the NIH Bethesda Campus, specifically at the Central Utilities Plant (CUP). The system will be used to deploy and track training for CUP personnel. The contract type anticipated is Firm Fixed Price (FFP).

The contractor must ensure that all services align with the requirements outlined in the Statement of Work (SOW), which includes providing a cloud-based Learning Management System capable of hosting, deploying, and tracking training programs for personnel throughout the year.

Period of Performance
The period of performance for this contract will be from September 1, 2024, to August 31, 2025, with four additional option years available.

Place of Performance
The work will be performed at the National Institutes of Health (NIH), Bethesda, Maryland Campus, specifically at Building 11, Central Utilities Plant.
