Government Owned Contractor Operated (GOCO) Fuel Storage Services Tinker AFB, OK

Background
The Defense Logistics Agency (DLA) Energy is seeking a qualified contractor to provide Alongside Aircraft Refueling Services at Tinker Air Force Base (AFB), Oklahoma.

The mission of DLA Energy is to ensure safe, accurate, and timely handling, quality control, and accountability of all Defense Wide Working Capital Fund (DWWCF)-owned petroleum products. This contract aims to manage, maintain, and operate Government Owned, Contractor-Operated (GOCO) facilities and equipment to support the base mission while complying with environmental protection, safety, and security directives.

Work Details
The contractor will perform the following tasks:
- Manage and operate GOCO facilities;
- Ensure the safe handling of petroleum products;
- Conduct maintenance on facilities and associated systems;
- Provide training to personnel for Performance Work Statement (PWS) tasks;
- Comply with environmental protection regulations;
- Ensure quality control of fuel services;
- Handle ground refueling/defueling operations;
- Maintain accountability for DWWCF-owned products.

The contractor will also be responsible for implementing a Quality Control Plan and ensuring compliance with inspection requirements as outlined in the solicitation.

Period of Performance
The anticipated period of performance for the base contract is from January 1, 2025 through December 31, 2028. There is an option period extending from January 1, 2029 through December 31, 2033.

Place of Performance
The contract will be performed at Tinker Air Force Base, Oklahoma.
