Description

The objective of this sources sought is to locate vendors who can, in real time, simulate and generate high fidelity GNSS signals at RF as received by a platform with arbitrary trajectory. This is difficult to do correctly: for a single constellation there are N satellites in orbit each with their own doppler and range. A simulator must generate the appropriate data packets given ephemeris data, modulate it with the correct GNSS modulation scheme, apply doppler and relative time offsets, apply propagation effects from space -> ground, apply platform effects like doppler. The GNSS must be able to support multiple channels simultaneously regarding Interference/Spoof/Jam Hardware + Software Simulator.

Background
The Institute for Telecommunication Sciences (ITS) is supporting the Department of Homeland Security (DHS). The goal of this project is to determine the effects of Global Navigation Satellite System (GNSS) jamming functions of commercially available Counter Unmanned Aerial Systems (C-UAS) capabilities on commercial GNSS dependent systems.

Work Details
The objective of this sources sought is to locate vendors who can, in real time, simulate and generate high fidelity GNSS signals at RF as received by a platform with arbitrary trajectory. This includes simulating data packets given ephemeris data, modulating it with the correct GNSS modulation scheme, applying doppler and relative time offsets, applying propagation effects from space to ground, and applying platform effects like doppler. The GNSS must be able to support multiple channels simultaneously regarding Interference/Spoof/Jam Hardware + Software Simulator. The functional requirements for the GNSS simulator include simulation capability for all commercial GNSS constellations along with supporting signals and a future upgrade path to include encrypted constellations. It also requires the capability to simultaneously generate high-fidelity spoof/jam signals for the constellations and specify the location of spoof/jam asset and apply pertinent propagation effects.
