Global Content Delivery Services (GCDS) III

Background
The Defense Information Systems Agency (DISA) Infrastructure Special Services Division (IE7) is seeking sources for the Global Content Delivery Services (GCDS) III. DISA Infrastructure Special Services Division (IE7) is a provider of Information Technology (IT) solutions for the Department of Defense (DoD). The acquisition aims to provide state-of-the-art global content delivery capacity to meet current and future DoD customer requirements across the Defense Information System Network (DISN) and any other networks utilized by DoD users. The Office of the Under Secretary of Defense for Acquisition and Sustainment (OUSD (A&S)) has articulated a vision for transforming the information environment in the DoD. The delivered capability must meet the requirements of the end users, and be highly available, secure, and reliable.

Work Details
The contractor shall procure, install, uninstall, transport, perform power up configuration, and provide all areas of hardware, technical personnel, software, data replication services, worldwide travel to install managed service, vendor-owned hardware and provide hardware/software upgrades, maintenance, replacement, and disposal/coordinate with Defense Reutilization and Marketing Services (DRMO) DOD policy. Additional procurements will include the provision of switches, servers, racks, remote power distribution units, universal power supply devices, storage area network and network-attached storage devices, and monitoring/reporting software used to support the content delivery services at all locations worldwide. This includes Navy vessels or tactical locations.

The Contractor shall provide full Network Operations Command Center (NOCC) capability and support for all service offerings. The Contractor must bundle essential managed services to support the successful deployment and ongoing operation of provided solution. The bundled Managed Services include but are not limited to performing startup and shutdown, monitoring, incident response and problem management, backup and recovery, patch/change management, capacity planning and reporting, customer support/integration and sustainment services.

Period of Performance
The anticipated requirement award timeframe is 1 January 2024 and will consist of a 3-year base period and three one-year option periods.

Place of Performance
The majority of the work will be performed at the contractor’s facility. Classified work on the SIPRNET requires access to DISA facilities as listed. The contract may require performance at various CONUS and OCONUS locations including but not limited to Alabama, Afghanistan, Alaska, California, Bahrain,
