Background
The Department of State, Bureau of Diplomatic Security, Office of Anti-Terrorism Assistance, is looking for multiple sources to facilitate foreign law enforcement training and perform related activities in support of the Global Antiterrorism Training Assistance (GATA) Program. The purpose of this contract is to develop a partnership with a Contractor for delivering foreign law enforcement training and performing other related activities in a manner that achieves the GATA specialized foreign assistance mission. The GATA program is currently facilitated through a network of almost 1,000 professional (independent contractor) instructors and subject matter experts who are the face of ATA to the Partner Nations. The individual position descriptions include an equivalent GS pay grade that shall be used as a basis for compensation. The Contractor shall maintain a program management office (PMO) and administrative staff, of sufficient size and capability to manage and subcontract with the instructor pool, deploy international mobile training teams, coordinate training logistics, and manage Government and Contractor furnished material.

The contract will be comprised of Firm Fixed Price (FFP) training delivery prices, fully burdened Daily Instructor Labor Rates, and the Contractor’s provisional indirect rates (i.e., overhead, fringe, general and administration and fee) and Cost Reimbursable items. This is a CAS covered contract. The base contract will be comprised of a one-year base period and four one-year exercisable option periods. Four Task Orders (TO) will be awarded, three multi-regional, as defined in Section G.5 Task Orders, and one for the worldwide Special Program Embassy Augmentation Response (SPEAR) program. The TOs awarded under the IDIQ base contract will be issued with a twelve-month base period and four one-year exercisable option periods. The designated workload of each associated TO is predicated upon the specific Partner Nations’ authorized foreign assistance funding.

Work Details
The contract is comprised of one-year base period and four one-year option periods. The base year includes a sixty-day transition Services clause contained in Section I.

Place of Performance
The Contractor shall support ATA programs during periods of instability, reconstruction, and overseas operations. These services will be performed in both CONUS and OCONUS locations including remote training sites in medium to high threat and austere environments.
