Solicitation NNC16ZL009R, Glenn Engineering and Research Support, is hereby amended.
1. Provision L.12 Volume I Mission Suitability page limit is changed from 50 to 55 pages.
2. Provision L.14 Changed proposal due date from March 29, 2017 to April 5, 2017.
3. Provision L.18 The submission date for Past Performance Questionnaires remains UNCHANGED and are due March 29, 2017.
4. Minor spelling changes and added "End of Provision" to provisions in Section M that were missing that detail

The National Aeronautics and Space Administration (NASA) Glenn Research Center (GRC) is seeking capability statements from all interested parties, including: Small, Small Disadvantaged (SDB), 8(a), Woman-owned (WOSB), Veteran Owned (VOSB), Service Disabled Veteran Owned (SD-VOSB), Historically Underutilized Business Zone (HUBZone) businesses, and Historically Black Colleges and Universities (HBCU)/Minority Institutions (MI) for the purposes of determining the appropriate level of competition and/or small business subcontracting goals for the Glenn Engineering and Research Support (GEARS) acquisition.

This acquisition is a new effort and is a combination of two current GRC contracts, Glenn Engineering and Scientific Support-3 (GESS-3) and Advanced Research & Technology Support (ARTS). GESS-3 expires May 31, 2017, ARTS expires September 30, 2017; both are Cost-Plus Fixed Fee contracts. The contract has an estimated potential value of $300M over the five year period of performance. GRC is also considering a contract length greater than five years.

The purpose of the Glenn Engineering and Research Support (GEARS) contract is to provide support to the NASA Glenn Research Center as follows: 1) provide a major emphasis supporting research and engineering efforts under GRC's core competencies and 2) provide support to specific aspects of facilities engineering, testing engineering and manufacturing engineering. These services will assist GRC in supporting Agency assigned projects and programs and will enable GRC to accomplish its mission: to drive research, technology, and systems to advance aviation, enable exploration of the universe, and improve life on Earth. These services will enable GRC to deliver research and engineering products ranging from initial concepts through complete flight systems. The Glenn Research Center requirements include but are not limited to the following Engineering and Research services and disciplines:

--Communications and intelligent systems technologies (Architectures, Networks, and System Integration; Intelligent Control and Autonomy; Advanced High Frequency; Information and Signal Processing; Optics and Phontonics; Smart Sensors and Electronics Systems)

--Power (Avionics; Diagnostics and Electromagnetics; Power Management and Distribution; Power Architecture and Analysis; Thermal Energy Conversion; Photovoltaic and Electrochemical Systems)

--Materials and Structures (High Temperature and Smart Alloys; Ceramic and Polymer Composites; Structural Dynamics; Environmental Effects and Coatings; Structural Mechanics; Materials Chemistry and Physics; Mechanical Systems Design and Integration; Rotating and Drive Systems; Multiscale and Multiphysics Modeling; Mechanisms and Tribology)

--Systems Engineering and Architecture (Human Space Flight Systems; Science and Space Technology Systems; Aeronautics and Ground-Based Systems; Mission Architecture and Analysis; Flight Software)

--Propulsion (Propulsion Systems Analysis; Engine Combustion; Turbomachinery and Turboelectric Systems; Fluid and Cryogenic Systems; Icing; Inlets and Nozzles; Chemical and Thermal Propulsion Systems; Electric Propulsion Systems; Thermal Systems; Acoustics; Combustion and Reacting Systems; Fluid Physics and Transport Processes)

The North American Industry Classification System (NAICS) code for this procurement is 541712, Research and Development in the Physical, Engineering and Life Sciences (except Biotechnology). The SBA Size Standard for this NAICS code is 1000 employees.
No solicitation exists; therefore, do not request a copy of the solicitation. If a solicitation is released it will be released in FedBizOpps (FBO). It is the potential offerors responsibility to monitor these sites for the release of any solicitation or synopsis. The Government intends to review all responses submitted by Industry. This data will not be shared outside the Government and may be used to further refine requirements. Please do not submit proprietary information.

Responses are due to the Contracting Officer no later than June 1, 2016, 4:30pm EDT.

Sources Sought responses must include the following: Name and address of firm, DUNS number, size of business, average annual revenue for past 3 years and number of employees, ownership, identification of the business as large, small, small disadvantaged, 8(a), Woman-owned or Economically Disadvantaged Woman Owned, Veteran Owned, Service Disabled Veteran Owned, SBA certified Historically Underutilized Business Zone and Historically Black Colleges and Universities)/Minority Institutions, number of years in business, affiliate information: parent company, joint venture partners, potential teaming partners, prime contractor (if potential sub) or subcontractors (if potential prime), list of customers covering the past five years (highlight relevant work performed, contract numbers, contract type, dollar value of each contract, point of contact - address and phone number, a high level capabilities statement of work relevant to this potential effort.

The Government is also interested in reviewing:
A) Comments and recommendations for the most effective incentive/performance criteria (if different from the current approach). Further, describe both risks and mitigations the Government should consider.
B) Describe programmatic, financial, technical, and administrative lessons learned from similar engineering service efforts.
C) Describe the type of information needed about the existing requirements that would be needed to submit a credible proposal.

The Government intends to release only the names, addresses, and points of contact of all respondents via FBO unless specifically requested not to do so by the respondent.

In accordance with FAR 15.201(e), responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. The Government is under no obligation to issue a solicitation or to award any contract on the basis of this synopsis. The Government will not pay for any information solicited. No evaluation letters and/or results will be issued to the respondents.

The requirement is not considered a commercial type service.
