GLCA 318876 Low Water Access Ramp at Antelope Point

Background
The National Park Service (NPS) is seeking contractors for the GLCA 318876 project, which involves the reconstruction of the Low Water Access Ramp at Antelope Point, located at Lake Powell. The project aims to address the current ramp's functionality issues due to low water levels and ensure long-term usability in response to potential future low water conditions. The NPS has engaged Jacob’s Engineering for preliminary assessments and design work, leading to this solicitation for qualified contractors.

Work Details
This contract is a design-build agreement that includes the following tasks:
- Reconstruction of the Antelope Point Launch Ramp, extending it to accommodate future low water conditions.
- Improvements to associated parking area infrastructure.
- Submission of design services and construction documents at 70%, 95%, and 100% deliverables, adhering to the NPS's workflow approval process.
- The project includes approximately 2,400 linear feet of new concrete boat launch ramp, designed to accommodate 75-foot houseboats, and a parking area with designated spaces for boat trailers and passenger vehicles.
- Earthwork estimated at 2,200,000 cubic yards; rock blasting of 700,000 cubic yards; asphalt paving covering 520,000 square feet; aggregate base of 130,000 cubic yards; and reinforced concrete work ranging from 20,000 square yards to 40,000 square yards. Contractors must demonstrate experience with similar design-build projects valued over $20 million.

Period of Performance
The estimated period of performance for this contract is from June 1, 2025, to June 1, 2028.

Place of Performance
The construction projects will be performed at Antelope Point on Lake Powell.
