The USDA Forest Service Fire & Aviation Management intends to issue an RFP in relation to Enterprise Geospatial Systems that support wildland fire management. The scope of this upcoming opportunity is anticipated to support and continue to develop the Enterprise Geospatial system used in support of Fire & Aviation Management mission.

Background

The existing Geospatial system was implemented through numerous phases using Commercial-Off-The-Shelf (COTS) software package ESRI Suite, Microsoft SQL, and Exelis Visual Information Solutions ENVI. This existing portfolio of software and associated data support the complete geospatial information lifecycle as it relates to wildfire management. Data management, visualization, and wrangling are significant workloads with this program. Experience working in an interagency environment with multiple agencies providing geospatial and tabular data for visualization and analysis is critical.

Data Visualization

Data visualization is a key situational awareness tool for wildland fire fighters to communicate information through graphical and interactive means and enables them to explore and gain insight/knowledge from the data as well as enhance their safety.

Data Wrangling

Data wrangling is a term that is applied to the conversion, formatting, and mapping of data that enables wildland fire fighter cooperating agencies to more easily submit or share data, expose data to the internet via SOAP, REST, JSON protocols, and allows data to be more easily accessible and shareable. Experience informatics skills are needed, for example, to format data, apply metadata, calculate and interpret statistical formulas, annotate features, and apply other functions to reformat, manipulate, transform, or process data.

Scope of Work:

Utilizing existing Geospatial system and associated architecture to provide the following services:

1) Provide operational geospatial expertise in support of the maintenance, development, and enhancements of ESRI ArcGIS suite of software

2) Participate and support the implementation of mobile mapping software and devices to wildland fire fighters

3) Support the conversion of multiple data formats, metadata management, data management, for display and analysis within the existing platform.

4) Support in tasking, processing, and image exploitation of remotely sensing products.

5) Develop and Enhance online business intelligence and analysis capabilities.
