Amendment 3 (May 31, 2022)

The purpose of this amendment is to update the anticipated award and contract effective dates.

The anticipated contract award date is modified from May 13, 2022 to July 13, 2022.

The anticipated contract effective date is modified from June 1, 2022 to August 1, 2022.

Amendment 2 (March 4, 2022)

The purpose of this amendment is to clarify an error and enter a Government fill-in for Attachment 1 BPA Combined Synopsis and RFQ with Terms and Conditions.

In Article 4 Call Limitation of the attachment, the will not exceed amount was listed as $250,000,00. This has been corrected to $250,000.00.

In Article 5 Period of Performance/Call Period, a space was left for [TBD Five Years following contract award, Government Fill-In (GFI)]. This space was filled with May 31, 2027.

These changes are considered minor. As a result, the due date remains unchanged. All proposals are due at 5:00 PM EDT on March 17, 2022.

Amendment 1 (March 3, 2022)

This amendment to the posted Request for Quotation (RFQ) incorporates two new attachments to the posting:

1. Final RFQ Questions and Answers In order to provide all potential offerors with the same information, NASA has decided to post all questions received as well as the answers to those questions.

2. Historical Data Several potential offers requested information regarding the amount and value of BPA Calls issued under the previous BPA contracts. This attachment has been added with an estimated average of BPA Calls issued per year under the predecessor contracts as well as the estimated average value of calls issued for each year.

While these attachments provide more information regarding the competition, no changes have been made to the submission requirements or previously posted attachments. As a result, the due date remains unchanged. All proposals are due at 5:00 PM EDT on March 17, 2022.

Introduction and Background

The NASA Glenn Research Center's (GRC) Final Request for Quotations (RFQ) in support of the General and Precision Machining and Fabrication II BPA is hereby issued for competition.

The principal purpose of this project is to augment the NASA GRC Machine Shop, Model Shop, Fabrication Shop, Instrumentation Shop, Inspection Department, facilities, and equipment. Following the award of this BPA, the Government will solicit fixed price quotes containing total costs, number of labor hours, cost per hour, material cost and delivery on proposed order conditions and specifications for individual orders. Each order may include, but is not limited to, Machining, Fabrication, Welding/Metal Joining, Instrumentation, Inspection/Non-Destructive Testing (NDT), Coating/Surface Treatments/Plating, Heat Treatments, and Materials.

This requirement has been set aside for small business under the NAICS Code 332710 Machine Shops.

NASA encourages industry to respond to the Final RFQ. Questions and clarifications may be requested via email to noah.s.garrison@nasa.gov no later than 5:00 pm EDT (Eastern Daylight Time) on March 1, 2022.

NASA will publish amendments to this Final RFQ as necessary to appropriately answer questions and comments from industry.

Offerors' responses to this solicitation are required to be submitted via email to noah.s.garrison@nasa.gov no later than 5:00 pm EDT on March 17, 2022.

Responses submitted after this deadline will not be accepted.

Questions or comments from industry may be subject to public release. As a result, please consider the potential disclosure of proprietary and/or confidential information when composing questions and comments.
