Amendment No. 2 to RFP SOL No 72052023R00002 is hereby issued to 1) revise the Solicitation in its entirety; 2) include Attachment No. 2 which contains the answers to the questions received in response to this Solicitation, 3) include Attachment 3 which contains the methodology that will be used during the evaluation of the two phases of the phased acquisition approach being used under this solicitation and 4) extend the completion date for the submission of the Concept Proposals to March 27, 2023. Therefore, this Solicitation is modified as follows:

1. Attachment No. 1 to this Amendment replaces in its entirety the complete Solicitation.

2. Attachment No. 2 to this Amendment contains the document with the answers to the questions received in response to this Solicitation.

3. Attachment No. 3 to this Amendment includes the methodology that will be used in conjunction with the evaluation criteria, as stated in Section Section L.5. of this Solicitation.

4. The date and time for submission of Concept Proposals is extended to March 27, 2023 at 8:00 a.m. Guatemala time.

Background
The United States Agency for International Development (USAID) Guatemala/Office of Acquisition & Assistance intends to award a Cost-Plus Fixed Fee Completion Type Contract to implement the Gender Based Violence Prevention and Response Activity. The procurement will be conducted through full and open competition, under which any type of organization is eligible to compete. The acquisition will be conducted as a two-phased procurement using a voluntary down-selection technique between phases.

Work Details
The purpose of this Contract is to reduce the negative social and economic impacts of Gender Based Violence in targeted areas of Guatemala, contributing to longer-term stability of the country, aligned with United States national security objectives. The period of performance is five years. The Contract includes programming aligned with an evidence-based Theory of Change (TOC) informed by learning generated from stakeholder consultations in the design of this Project, desk review, and learning from past programming.

The Project has four primary areas of programming: 1) Increase the prevention of GBV at the community, municipal and national levels; 2) Increase the capacity of GoGs institution and other stakeholder to respond more effectively, including the decentralization and expansion of legal services and models; 3) Increase the recovery and empowerment of GBV survivors through enhanced secondary prevention services, and access to economic and employability opportunities; 4) Support research and analysis of GBV and its impact on development, U.S. national security and migration.

Period of Performance
The period of performance is five years.

Place of Performance
The targeted communities will include but not limited to border zones with Mexico, El Salvador, and Honduras to become resilient, empowered, and informed of their rights, and make a positive change in their lives and communities to break the cycle of violence.
