GDMS 2.0 ITV System   4

Background
The U.S. Army Contracting Command – Rock Island awarded contract W519TC-23-C-0048 on 26 SEP 2023 for GDMS 2.0, which is a 1st Sustainment Command (Theater) and the United States Army Europe and Africa (USAREUR-AF) requirement. This is a Global Positioning System (GPS) based ITV solution to supplement the current Radio Frequency (RF) ITV infrastructure and provide near real-time end-to-end cargo visibility. The ITV system for the US Army Central (USARCENT) and for the Army line haul contracts provides real-time information regarding the location and status of Contractor commercial transportation services for moving Army equipment and cargo throughout the Central Command (CENTCOM) AOR (Area of Responsibility) and USAREUR-AF Theater of Operations.
Objective ITV provides a Common Operating Picture for the movement of United States Government (USG) contracted assets and logistical supplies throughout the CENTCOM AOR and USAREUR-AF Theater of Operations to Tactical Operations Centers, Movement Control Teams, and higher military echelons.

Work Details
The Global Distribution Management System (GDMS) provides global positioning system data to the Army to maintain in-transit visibility (ITV) of transportation assets in real time. The GDMS 2.0 contract will be required to archive all HL9 data to assist with litigation support against future carrier claims.
The primary requirement for Tapestry Solutions' GDMS software is for graphical displays of mission data, including vehicle locations on topographical maps with the capability of providing very accurate location data. The secondary requirement is for the software to manage transportation movement requests, capture actual delivery times, correlate actuals to scheduled requirements, validate demurrage charges, finalize shipments, and support invoicing.

Period of Performance
The Period of Performance (PoP) is an eight-month base period.

The contract will be performed in various locations including Wiesbaden, Germany; Kaiserlautern, Germany; Granfenwoehr, Germany; Powidz, Poland.
