Naval Sea Systems Command (NAVSEA) Contracting Department intends to procure Gas Chromatography Maintenance Services for Puget Sound Naval Shipyard and Intermediate Maintenance Facility (PSNS & IMF). This will be solicited on a sole source basis to Verder Scientific, Inc. per FAR 13.106-1(b). Interested and responsible persons may submit a bid, proposal, or quotation, which shall be considered by the agency. A determination not to compete this action based upon responses received to this notice is solely within the discretion of the Government.

This requirement will be procured using procedures for acquisition of commercial services under FAR parts 12 and 13. It is anticipated that a commercial, Firm Fixed-price Service Contract will be awarded. Solicitation N4523A24Q4038 will be posted to the sam.gov website on or about 07/25/2024 with the quotes due on or about 07/29/2024.

All responsible sources may submit a bid, proposal or quotation which shall be considered by NAVSEA. This solicitation and any subsequent amendments will be posted to http://www.sam.gov.

Prospective offerors are responsible for downloading their own copy of the solicitation from this website and for frequently monitoring that site for any amendments. THIS NOTICE OF INTENT IS NOT A REQUEST FOR QUOTES. A DETERMINATION NOT TO COMPETE THE PROPOSED PROCUREMENT BASED UPON RESPONSES TO THIS NOTICE IS SOLELY WITHIN THE DISCRETION OF THE GOVERNMENT.

The Puget Sound Naval Shipyard and Intermediate Maintenance Facility (PSNS and IMF) Contracting Department (Code 400), hereby provides notice of its intent to award a sole-source, Firm Fixed Price, service contract to Verder Scientific Inc, 11 Penns TRL Newtown, Pennslyvania 18940-4800. The contract is expected to be awarded under FAR 13.106((b)(1)(i). The period of performance shall be from approximately 1 August 2024 to 31 July 2025.

This requirement is to provide a comprehensive maintenance and repair agreement for the ATM Systemlabor and ATM Systemauotmat. The NAICS code for this acquisition is 811210, with a Size Standard of $34 Million. The Product Service Code for this acquisition is J066.

THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE QUOTES; no solicitation or RFQ will be forthcoming. However, interested parties may identify their interest and capability to respond to this requirement no later than 29, July, 2024, 2PM Pacific Time.

Interested parties are encouraged to furnish information by email only with subject line stating - RESPONSE TO INTENT TO SOLE SOURCE FOR N4523A24Q4038.

A determination to compete this requirement, based upon responses to this notice, is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.

PSNS and IMF Contracting will NOT be responsible for any costs incurred by interested parties in responding to this notice of intent. Only written responses will be considered. All responses from responsible sources will be fully considered. As a result of analyzing responses to this notice of intent, the Government shall determine if a solicitation will be issued. Any prospective contractor must be registered in the System for Award Management (SAM) in order to be eligible for award.

The capability documentation should include general information and technical background describing in detail the prospective contractor's capabilities and experience that will demonstrate the ability to support these requirements.

Background
The Puget Sound Naval Shipyard and Intermediate Maintenance Facility (PSNS and IMF) Contracting Department intends to award a sole-source, Firm Fixed Price service contract to Verder Scientific Inc. This contract aims to provide a comprehensive maintenance and repair agreement for the ATM Systemlabor and ATM Systemautomat, which are critical for mission-vital instrumentation in the materials engineering branch of PSNS laboratory.

The instruments have been in use for eight years and require restoration of function through this service agreement as they are past warranty.

Work Details
The contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other non-personal services necessary to perform repairs, calibration, and technical support for the ATM Systemlabor (Serial No. 20455/20456) and ATM Systemautomat (Serial No. 22845).

Specific tasks include:
1. On-site repair and calibration visit to restore instruments to manufacturer’s standards for full operation.
2. Provide necessary parts for both instruments to achieve full operational status.
3. Ensure instruments function within manufacturer standards prior to completion of service.
4. Provide a Field Service Report detailing the problem that prompted the service call and the solution upon completion of the service call.

Period of Performance
The period of performance is from approximately 1 August 2024 to 31 July 2025.

Place of Performance
The work will be performed at the PSNS & IMF laboratory, Building 59, Room 135B (Controlled Industrial Area).
