This is a PRE-SOLICITATION NOTICE. Solicitation 75H70124R00012 for a construction project for the Indian Health Service (IHS) Division of Engineering Services (DES). The purpose of this project will be to renovate and expand the existing emergency department (ED) of the Gallup Indian Medical Center (GIMC) located in Gallup, New Mexico. This project will be procured as a full and open solicitation under North American Industry Classification System (NAICS) code 236220 Commercial and Institutional Building Construction with a size standard of $45.0 million.

The Government anticipates releasing the solicitation in October 2023 with proposals due at least 30 calendar days after solicitation issuance. This date is subject to change. A full scope of work, plans and specifications and Davis Bacon Wage Determination will be included in the solicitation documents. Hard copy documents will NOT be available all documents for proposal purposes will be posted at www.sam.gov for download by interested parties.

SCOPE AND LOCATION OF WORK: Work will be performed at the Gallup Indian Medical Center (GIMC) located at 516 East Nizhoni Boulevard, Gallup, NM 87301.

The purpose of this project will be to renovate and expand the existing emergency department (ED). The existing ED (emergency department) is approximately 7,048 bgsf (building gross square footage), will be renovated for the new ED. It will include 18 patient spaces for ED patient care. The project is intended to help alleviate the space deficiencies as that exists today within the ED and Observation Unit. This project will increase patient capacity and enhance patient care services. The total renovation of the 1st floor east wing includes the vacated Urgent Care space. The total expansion of the ED includes an additional 2,623sf. The total ED at the completion of the project is targeted for approximately 9,671 bgsf. This will also include site work and ambulance entrance driveway work. All work will be conducted in an occupied and operational medical facility. The contractor is expected to plan, schedule, communicate, and execute approved actions to mitigate any disruption to the standard operations of the medical facility. See attached Scope of Work (SOW).

In accordance with FAR 52.237-1 Offerors are urged and expected to inspect the site where services are to be performed and to satisfy themselves regarding all general and local conditions that may affect the cost of contract performance, to the extent that the information is reasonably obtainable. In no event shall failure to inspect the site constitute grounds for a claim after contract award.

SITE VISIT: The date, time, and location of a site visit will be specified in the solicitation.

TERO: TERO fees do not apply.

CONSTRUCTION DURATION: Period of Performance is 550 calendar days after issuance of a Notice to Proceed.

CONSTRUCTION MAGNITUDE: In accordance with FAR 36.204, the magnitude of this construction project is anticipated to be between $5,000,000.00 and $10,000,000.00.

CONTRACT TYPE: The IHS intends to award a Firm Fixed Price (FFP) construction contract in support of this requirement.

This solicitation will be procured as a Request for Proposal (RFP) in accordance with FAR Part 15 and 36 procedures with price only evaluation criteria.
