FY25 Variable Refrigerant Flow (VRF) System Support Svc

Background
The contractor shall provide non-personal services to include all personnel, equipment, tools, materials, vehicles, and other related items and services necessary to perform technical maintenance support and training services to the 502d Civil Engineering Squadron (502 CES) across Joint Base San Antonio (JBSA) installations including Fort Sam Houston (FSH), Lackland Chapman Annex (LAK CA), Lackland (LAK), and Randolph (RND).

The goal of the contract is to ensure that all materials and accessories are installed in accordance with industry standards and manufacturer’s recommendations.

Work Details
The contractor will perform the following tasks:
1. Provide Variable Refrigerant Flow Technicians (VRF-T) who are Journeyman HVAC Technicians with manufacturer-specific certifications for VRF systems. They will handle startup, charging, commissioning, and maintenance of VRF systems. Technicians must possess an EPA Section 608 Technician Certification (Universal).
2. Provide Variable Refrigerant Flow Instructors (VRF-I) knowledgeable in maintenance and assessment services on specified VRF systems. They will implement a curriculum for hands-on training on various VRF systems.
3. Conduct corrective and preventative maintenance services on VRF Systems including performance analysis, electrical system inspections, refrigerant checks and repairs, operational status checks, fault analysis, condition monitoring, temperature checks, efficiency evaluations, repairs/replacements of compressors and motors, firmware updates, and reprogramming control settings.
4. Ensure all repairs are performed by certified technicians and provide detailed repair quotes for deficiencies identified during inspections.
5. Provide training materials for HVAC technicians on preventive maintenance for DAIKIN, LG, MITSUBISHI, TRANE & SANYO VRF systems at JBSA facilities.
6. Deliver weekly maintenance/repair reports and monthly training reports to the Contracting Officer’s Representative (COR).
7. Offer emergency response services outside normal duty hours with a commitment to respond within 2 hours after notification.

Period of Performance
The contract is expected to be performed over a specified period starting from April 4th, 2025.
