FY25 PACAF Assessment and Authorization for Federal Information System Management Act (FISMA) and Cybersecurity Hardening

Background
The 766 Enterprise Sourcing Squadron is seeking vendors for the PACAF Assessment and Authorization for Federal Information System Management Act (FISMA) and Cybersecurity Hardening Services. This is a recompete acquisition based on the draft Performance Work Statement (PWS) attached to this sources sought. The current service contract is FA521523C0012. The anticipated solicitation method is a 100% Small Business Set-Aside as an 8(a) competitive acquisition, with services expected to commence on September 30, 2025.

Work Details
The requirement involves providing cybersecurity support through three key personnel: two Cybersecurity Subject Matter Experts (SMEs) and one Threat Vulnerability Manager SME. These contractors will work under the PACAF Defensive Cyberspace Operations/Mission Assurance Branch, conducting security assessments and providing consultation to military and DOD civilian personnel within the PACAF Area of Responsibility (AOR). Responsibilities include assisting wings in achieving cyber readiness and augmenting unit inspection preparation teams as needed.

Travel to various locations specified in the PWS is required, including Temporary Duty (TDY) travel to Government Facilities both OCONUS and CONUS. Contractors must adhere to travel regulations, including obtaining necessary approvals for travel arrangements, managing air transportation, auto rentals, per diem allowances, and ensuring compliance with security clearance requirements. Personnel assigned must maintain access to the PACAF HQ building and possess a TS/SCI security clearance.

Place of Performance
The primary location for performance will be Honolulu, Hawaii, with travel required to various locations as specified in the PWS.
