This is to alert you that the System for Award Management opened on October 4, 2024 for FY24 Service Contract Reporting. DHS urges its contractors to complete the reporting requirement. The attached notice provides further information regarding this upcoming deadline and all other necessary requirements. If you are unsure if you are required to report, contact your contracting officer immediately.

Background
The Department of Homeland Security (DHS) is issuing a special notice to all service contractors regarding the FY24 Service Contract Reporting. This initiative is part of DHS's mission to ensure compliance with federal reporting requirements and maintain transparency in service contracts. The goal of this contract is to inform contractors about the upcoming reporting requirements and deadlines associated with the Service Contract Reporting.

Work Details
Contractors are required to report the total dollar amount invoiced for services performed and the direct labor hours expended on those services under certain contracts. Specifically, contractors must determine if their awards require Service Contract Reporting based on contract type and dollar thresholds. Reporting is mandatory for cost-reimbursement, time-and-materials, or labor-hour service type contracts with an estimated value greater than or equal to the simplified acquisition threshold.

Fixed-price contracts also have specific reporting thresholds: $2.5M or more awarded in FY 2014; $1M or more awarded in FY 2015; or $500K or more awarded in FY 2016 and subsequent years. Contractors should utilize the 'Quick Start Guide for Service Contract Reporting' for guidance on how to report, and they can contact the Federal Service Desk for technical questions. Non-compliance with these reporting requirements may result in contractual remedies and negative evaluations in the Contractor Performance Assessment Report Systems (CPARS).

Period of Performance
The reporting period opened on October 4, 2024, and will close on January 31, 2025. Data reported after December 15, 2024, may be considered late.

Place of Performance
The reporting will be conducted through an online platform accessible to contractors.
