FY23-28: 60mm (M204, M235, M236); 81mm (M218, M219, M220, M658); and 120mm (M234A1) Propelling Charges   3

The U.S. Army Contracting Command-Rock Island (ACC-RI) behalf of the Office of the Project Manager Combat Ammunition Systems intends to issue Request for Proposal (RFP) W519TC-23-R-0047 for the production and delivery of the 60mm (M204, M235, M236), 81mm (M218, M219, M220, M658), and 120mm (M234A1) Mortar Propelling Charges.

The 60mm (M204, M235, M236), 81mm (M218, M219, M220, M658), and 120mm (M234A1) Mortar Propelling Charges are comprised of a single felted-fiber mortar increment container filled with either single-based M38 Ball Powder Propellant, M10 Propellant or M47 Propellant and sealed with a felted-fiber tab. The propelling charge is loaded with a prescribed amount of propellant capable of providing a muzzle velocity necessary to achieve required 60mm, 81mm and 120mm High Explosive, Full Range Practice Cartridge, Smoke and Illumination mortar cartridge ranges.

The proposed contract strategy will utilize competition within the United States, its outlying areas or Canada, in accordance with Federal Acquisition Regulation 6.302-3(b)(1)(iv)(B), Industrial Mobilization; Engineering, Development, or Research Capability; or Expert Services. The United States (U.S.) Government intends to award up to two (2), Fixed-Price with Economic Price Adjustment, Indefinite Delivery, Indefinite Quantity contracts, which will include a minimum guarantee, for the production of 60mm (M204, M235, M236), 81mm (M218, M219, M220, M658), and 120mm (M234A1) Mortar Propelling Charges, covering Fiscal Year 2023 (FY23)-FY28 requirements. Each contract will include five, one-year ordering periods. The total estimated quantity to procure will be approximately 28,294,017 charges over the five-year period. Each delivery order will be competed amongst contractors selected for award.

The Technical Data Packages (TDPs) for the listed propelling charges will be available upon request pending receipt of all required documents and approval by the U.S. Government. These TDPs are marked Distribution D, therefore distribution will only be authorized to the Department of Defense (DoD) and U.S. DoD contractors. Contractors interested in receiving TDPs for information only are required to submit a signed and completed DD Form 2345, Militarily Critical Technical Data Agreement; AMSTA-AR Form 1350, Technical Data Request Questionnaire; and Non-Disclosure Agreement for the U.S. Government's consideration.
