Description

The Naval Air Systems Command (NAVAIR) intends to issue a fixed-price, sole source delivery order under Basic Ordering Agreement N00019-21-G-0006 to The Boeing Company ( Boeing ) for the procurement of up to a maximum of one hundred (100) Advanced Cockpit System (ACS) airframe change kits in support of retrofit requirements for the EA-18G and NEA-18G United States Navy (USN) aircraft, and for the AEA-18F/AFA-18F/AEA-18G Royal Australian Air Force (RAAF) aircraft. This procurement will also procure up to fifty (50) Reference Standby Display/Repeater (RSD/RSDR) kits for those aircraft that do not already have it incorporated during production. Installation of the ACS retrofit kits and the RSD/RSDR kits will be procured for the USN aircraft as within the scope of this effort. The contract action will consist of a base year plus three (3) option years.

This acquisition is being pursued on a sole source basis under the statutory authority of 10 USC 3204 (b) (B)(1i) as implemented by Federal Acquisition Regulation (FAR) 6.302-1(a)(2(ii)(B), Only one responsible source and no other supplies or services will satisfy agency requirements. Boeing is the sole designer, developer, manufacturer, and supplier of the F/A-18 and EA-18G aircraft and systems and is the systems integrator for contractor and government-furnished equipment; weaponry; and aircraft communications, navigation and interrogation equipment, as well as ECPs. Only Boeing possesses the technical data, unique and specialized engineering capability, resources, subject matter expertise, tooling, facilities, aerodynamic and structural appraisal of fatigue effects databases, engineering processes, and manufacturing processes critical to satisfying the Government's requirements. Procurement of the instant requirement from any other supplier would result in result in unacceptable delay and, ultimately, impact to procurement of program requirements and support necessary for fleet operations.
