FY20-FY24 SEWIP AN/SLQ-32(V)6 FULL RATE PRODUCTION   3

SOLICITATION: The purpose of this posting is to release the official request for proposal N00024-19-R-5503 for procurement of Surface Electronic Warfare Improvement Program (SEWIP) AN/SLQ-32 (V)6 Full Rate Production (FRP) units. NAVSEA intends to award one Firm Fixed Price (FFP) contract resulting from this solicitation, with one base year and four option years for up to 97 (SEWIP) AN/SLQ-32 (V)6 units in various configurations. IMPORTANT: In order to be considered for contract award, each company must have a SECRET facility clearance by the time of award. Offerors must be a United States (U.S.) company or an independent U.S. subsidiary, although the Navy will consider foreign contractors acting as subcontractors to U.S. prime contractors. The export of defense articles, defense services, and related technical data is subject to the Arms Export Control Act and the International Traffic in Arms Regulations and requires the issuance of an export license by the U.S. Department of State. There will be no classified attachments for the solicitation phase. Distribution Statement D technical documents and other Government Furnished Information for the solicitation phase will be provided in a library (referred to as the "Bidder's Library"), located on the Naval Systems Engineering Resource Center (NSERC) website, with restricted access. NSERC ACCESS: Offerors will be required to have an NSERC account to gain access and view the documentation in the Bidder's Library. Attachment J-S3 of the attached solicitation provides Offerors with the necessary steps to obtain both an NSERC account and approval to access to the Bidder's Library. The deadline for Offerors to request an NSERC account is 1600EST 30 June 2019. QUESTIONS: Offerors shall submit questions in regards to the request for proposal to both the Contract Specialist and PCO via email using Solicitation Attachment J-S2 "Question Submittal Form."
