The General Services Administration (GSA) has a need for the continuation of elevator maintenance and services at the following Sacramento locations:

(1) Robert Matsui U.S. Courthouse, 501 I Street (CA0306ZZ)

(2) Sacramento Federal Building, 801 I Street (CA0038ZZ)

(3) Federal Building, 2800 Cottage Way (CA0199MM)

(4) John Moss Federal Building, 650 Capitol Mall (CA0152ZZ)

The Contractor shall provide all management, supervision, labor, materials, supplies, equipment, and interpersonal skills necessary to ensure effective performance of elevator maintenance services. The Contractor shall be responsible for comprehensive preventive, proactive maintenance for all vertical transportation equipment and keep the elevator machine rooms, hoist ways, pits, car tops, and all equipment in an orderly, safe, and clean condition.

The Contractor will provide 24-hour unlimited callback service and, as conditions warrant, repair or replace all portions of the vertical transportation equipment included under the contract. This is a firm-fixed price, performance-based requirement in which tasks have associated quality requirements. The period of performance consists of a one-year base period from 04/01/2025 to 03/31/2026 and four one-year option periods.

Background
The General Services Administration (GSA) requires ongoing elevator maintenance and services for several locations in Sacramento, including the Robert Matsui U.S. Courthouse, Sacramento Federal Building, Federal Building at Cottage Way, and John Moss Federal Building.

The goal of this contract is to ensure the effective performance of elevator maintenance services to support the GSA's mission.

Work Details
The Contractor shall provide comprehensive preventive and proactive maintenance for all vertical transportation equipment, ensuring that elevator machine rooms, hoist ways, pits, car tops, and all equipment are kept in an orderly, safe, and clean condition. Responsibilities include:
- Providing 24-hour unlimited callback service.
- Repairing or replacing all portions of the vertical transportation equipment as necessary.
- Conducting inspections and tests required at six-month, one-year, and five-year intervals.
- Maintaining compliance with ASME A17.1 Safety Code for Elevators and Escalators and other applicable laws.
- Performing full-service maintenance which includes inspections, repairs, adjustments, replacements, testing, and cleaning of elevators and related equipment.
- Documenting all work performed on elevators through a maintenance work log and using GSA's maintenance management software (NCMMS).
- Submitting monthly reports summarizing trouble calls and performance measurements to the COR.

Period of Performance
One six-month base period from April 1, 2025 to March 31, 2026 with four additional one-year option periods.

Sacramento locations including Robert Matsui U.S. Courthouse (501 I Street), Sacramento Federal Building (801 I Street), Federal Building (2800 Cottage Way), John Moss Federal Building (650 Capitol Mall).
