Fourth Estate Manpower Tracking System (FMTS) Sustainment

Background
This is a Sources Sought Notice issued by the Department of Defense (DoD), Washington Headquarters Services (WHS), Acquisition Directorate (AD) to obtain information for determining the appropriate acquisition method. The notice seeks support required by The Office of Secretary of Defense (ODS) Offices, Fourth Estate Manpower Tracking System (FMTS) Sustainment. It includes maintaining operational availability of FMTS, providing helpdesk support, developing additional functionality and capabilities within FMTS, providing training content and delivery, migrating FMTS data into a replacement system, and meeting all Information Assurance (IA) and Cyber Security requirements.

Work Details
The Contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items necessary to perform the operations, maintenance and sustainment of FMTS. The services include functional requirements analysis, cyber hardening and other technical support, configuration management (CM), program management support services for FMTS. The system serves as the single authoritative manpower system for OSD, Office of the Inspector General of the Department of Defense (OIG), non-intelligence Defense Agencies and DoD Field Activities, Joint Staff, Combatant Commands, Chairman of the Joint Chiefs of Staff (CJCS) controlled activities, the National Guard Bureau (NGB), and other organizations of the Department of Defense not part of a Military Department.

Period of Performance
The estimated period of performance for this requirement is for a 12-month base period with four 12-month option periods.
