The Naval Sea System Command (NAVSEA) intends to issue a solicitation to Dark Wolf Solutions LLC, 13454 Sunrise Valley Drive, Herndon VA, 20171, using other than full and open competition pursuant to 10 U.S.C. 2304 (c) (1) and as implemented by Federal Acquisition Regulation (FAR) 6.302-1.

The contemplated contract is in support of the Forge software factory in conducting classified development and testing in its on-premise laboratory in Riverdale, MD. The Forge Classified Lab Contractor will pursue new accreditations and maintain existing accreditations for the classified lab; perform associated IT Operations and Cybersecurity activities; operate the classified lab at Gov't specified cadence and capacity; and provide the software licenses, subscriptions, and peripheral material required to support ongoing lab operations.

The Government anticipates issuing a solicitation on or around 9 November 2023.

The Government anticipates making a single award around April 2024.

This synopsis is hereby issued in accordance with FAR 5.203(a) and shall not be construed as a commitment by the Government to issue a solicitation or award a contract. The Government will not accept proposals as a result of this synopsis. The Government will not reimburse respondents for any questions submitted or information provided in response to this notice. However, interested parties may identify their interest and capability to respond to the requirement. All expressions of interest received within fifteen (15) days after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete this requirement based upon responses to this notice is solely within the discretion of the Government.
