Foreign Language Interpretation Services (Spanish and Other Languages Onsite Support)

Background
The Department of Homeland Security (DHS), Federal Emergency Management Agency (FEMA), Office of External Affairs (OEA) is seeking to procure Foreign Language Interpretation Services, specifically Spanish and other languages, to support its various components during disaster operations in Texas.

This initiative aims to enhance communication and engagement with diverse communities affected by disasters, ensuring accessibility and inclusivity across all communication platforms. The services will facilitate collaboration with federal, state, local, tribal, and territorial partners as well as voluntary organizations.

Work Details
The contractor shall provide comprehensive Onsite Spanish Interpreting Services from 7 AM to 7 PM at various locations within the counties affected by disaster declarations DR-4781 and DR-4798 in Texas.

Key tasks include:
- Providing 13 daily interpreters for up to 12 hours each day during the base period.
- Ensuring rapid deployment of linguists who meet specified qualifications.
- Maintaining service availability including holidays with a deployment notice of 24 hours.
- Employing personnel with varying degrees of security clearances as required.
- Implementing quality control processes to ensure accurate interpretation services.
- Providing onsite interpretation for government functions such as home inspections, meetings, briefings, town halls, and emergency communications.
- Prioritizing local hiring for interpreters and managing travel on a case-by-case basis.

Period of Performance
The contract will have a base period of performance lasting 90 days from the date of award, with an option for an additional 90-day extension.

Place of Performance
The services will be performed in various counties within the State of Texas that are part of disaster declarations DR-4781 and DR-4798.
