This is a combined synopsis/solicitation for commercial services prepared in accordance with the format outlined in FAR Subpart 12.6 and supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested, and a written solicitation will not be issued.

Solicitation number W9124V25QA010 is issued as a request for quotation (RFQ). This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2025-03.

NG Agency Protest Program is intended to encourage interested parties to seek resolution of their concerns with the National Guard (NG) as an Alternative Dispute Resolution forum, rather than filing a protest with the Government Accountability Office (GAO) or other external forum.
Contract award or performance is suspended during the protest to the same extent, and within the same time periods as if filed at the GAO. The NG protest decision goal is to resolve protests within 35 calendar days from filing. An agency protest may be filed with either the Contracting Officer or the NG Agency's Protest Decision Authority, but not both, in accordance with NG protest procedures.
To be timely, the protests must be filed with the periods specified in FAR 33.103. To file a protest under the NG Agency Protest Program, the protest must request resolution under that program and be sent to the address below:

Ford 550 Engine Replacement

1. REQUIREMENT DESCRIPTION

A 2009 Ford F-550, 6.4-liter Power stroke diesel V8 truck needs the long block engine replaced due to an internal failure. This repair needs to be completed locally in Missoula, Montana. The camshaft, rocker arm and pushrod failed due to the camshaft lobe going flat. Metal shavings were found in the oil system and the entire engine has been contaminated and needs to be replaced. A quote for replacing the engine with a long block is required as well as warranty information for the engine. A timeframe to accomplish the repairs is also required to determine if the truck will be operational by this fire season starting June 1st, 2025. This vehicle is no longer under warranty. The vehicle is currently located at the Missoula Montana Army National Guard armory at MAFRC 9383 Running W. Rd. Missoula, MT, 59808

2. INSTRUCTIONS TO QUOTERS

2.1. BASIS FOR SELECTION: The Government intends to award a firm-fixed price purchase order that can provide the supplies/service that represents the best value to the government when evaluating price and other-than-price factors:

  • Past performance: Per DFARS 213.106-2(b)(i) past performance will include data pulled from Supplier Performance Risk System (SPRS) located in the Procurement Integrated Enterprise Environment (PIEE) platform. Evaluation may also include information pulled from CPARS, FAPIIS, EDA, available government databases, and other sources.
  • Maintenance location: Vendor must be located in Missoula, Montana due to the current, limited driving capacity of the vehicle.
  • Warranty: Must have a suitable warranty associated with the new engine replacement
  • Completion Date: Engine replacement repair must be completed prior to the beginning of the fire season which is June 1st, 2025.

2.2 This is a 100% small business set aside under the North American Industry Classification System (NAICS) code 811111-General Automotive Repair

NOTE: If this NAICS is not listed as one of your organization's codes in the System for Award Management (SAM) website, you will need to certify your business size for this NAICS (prior to award), via FAR Clause 52.212-3, Alternate I, Offeror Representations and Certifications---Commercial Items Alternate I.

2.3 Currently the Ford F550 truck is located at the Missoula Army National Guard armory located at 9383 Running W Rd. Missoula, MT 59808. Any need by a prospective vendor to examine the vehicle and/or obtain the to obtain the ECM# (Engine Control Module) shall have to arrange for a visit onsite at the Montana Army National Guard armory in Missoula, MT[AH1] . Coordination for onsite visitation of the truck will be made with the contract specialist prior to 27 April 2025. The truck will be delivered to the vendor's location for repair and picked up by Montana Army National Guard personnel.

2.4 Invoicing shall be through WAWF at https://piee.eb.mil and payment will be Electronic Funds Transfer (EFT) from Defense Finance and Accounting Service (DFAS).

2.5 New products ONLY; NO re-manufactured or "gray market" items. All items shall be covered by the full manufacturer's warranty.

2.6 All applicable FAR and DFARS clauses and provisions apply to this RFQ.

2.7 Quoters shall submit an itemized quote with images, item descriptions, warranty information, service capabilities and individual pricing for all.

2.8 Provide the following information on your quote:

  • Point of contact information
  • UEI# and CAGE code
  • Place of manufacturing,
  • Completion time after award,
  • Business size, and socio-economic status

2.9 Questions concerning the solicitation should be received no later than 10 am MST on April 25th, 2025. Quotes for the solicitation should be received no later than 10 am MST on May 1st, 2025. 3. EQUIPMENT SPECIFICATIONS

3.1 Engine replacement for a 2009 Ford F-550, 6.4 liter Power stroke diesel V8,

  • Conduct all necessary repairs to make the vehicle safely operable.
  • Repairs shall consist of warranted/work guarantee.
  • Clear all codes.
  • Test drive vehicle to confirm repairs are complete.
  • Provide all parts, materials, and labor for necessary repairs.
  • Original equipment manufacturer parts to be used.
  • New parts only. No refurbished parts shall be used.
  • Vehicle will be picked up from the shop upon completion of services.

3.2 All equipment/parts shall be covered by the manufactures warranty. All items shall include a standard warranty. Repairs shall be completed in accordance with industry standards. Contractor shall be properly insured to cover any losses for IFMS vehicles in their shop.

4. ADDITIONAL REQUIREMENTS

4.1 The Government may issue an in-scope modification for additional items of repair discovered during the performance of this requirement. If any additional repairs are observed, no repairs shall be executed without consultation with the Contracting Officer. An estimate must be submitted for additional work and must be approved by the Contracting Officer prior to commencing that work.
