Description

The Space Development Agency (SDA) is issuing an Other Transaction program solicitation for the Proliferated Warfighter Space Architecture's (PWSA) Fire-control On Orbit-support-to-the-war Fighter (FOO Fighter or F2) Program. The solicitation requests the design, fabrication and launch of four (4) F2 Space Vehicles (SVs), with the option for eight (8). SDA plans to purchase and deploy eight (8) F2s SVs with EO/IR sensors with awards made to one or two vendors.

The F2 system will accelerate the ability to provide fire-control in support of global detection, warning, and precision tracking of advanced missile threats, including hypersonic missile systems. F2 will demonstrate advanced missile defense capability by incorporating fire control-quality sensors into a scalable prototype constellation.

SDA may also acquire additional satellites and sensor payloads under awards resulting from this solicitation to inform requirements and constellation design. The prototype F2 constellation will be launched no later than 4QFY2026 on a single government provided launch.

Background

The F2 system will accelerate the ability to provide fire-control in support of global detection, warning, and precision tracking of advanced missile threats, including hypersonic missile systems. SDA may also acquire additional satellites and sensor payloads under awards resulting from this solicitation to inform requirements and constellation design.

Work Details
The contract includes the design, fabrication, and launch of four (4) F2 Space Vehicles (SVs), with the option for eight (8). SDA plans to purchase and deploy eight (8) F2s SVs with EO/IR sensors with awards made to one or two vendors. The prototype F2 constellation will be launched no later than 4QFY2026 on a single government provided launch. The agreement is an Other Transaction pursuant to 10 U.S.C. § 4022, engaging in a prototype program for the development of a Tranche 2 Transport Layer prototype constellation.

Period of Performance
The agreement commences upon the date of the last signature and continues until the delivery date for the final exercised milestone in Attachment 2 Schedule of Milestones and Payments. Milestones for Operations and Sustainment for years 3 – 5 are currently unexercised. There is also a provision for extending the term through mutual written agreement if research opportunities within the vision statement set forth in Article I reasonably warrant, subject to the availability of funds.
