SWORD Project Management Office (SPMO) for performance in the Kingdom of Saudi Arabia

1. Overview: The purpose of this announcement is to conduct market research in accordance with FAR Part 10 and identify potential sources for SWORD Project Management Office (SPMO) services, with required performance in the Kingdom of Saudi Arabia (KSA). The information requested in this announcement is being sought for informational planning purposes only and does not constitute a request for proposal or a commitment by the Government in any way. All information is to be furnished at no cost or obligation to the Government. There is no solicitation available at this time.

2. Program Management Support Overview: The program management effort shall provide in-country support for the Royal Saudi Land Forces (RSLF) Armor Corps in program management, logistics, fielding, new equipment training and sustainment for FMS-delivered various system platforms.

3. Clarification of this Request. This request is a Market Survey and not a Request for Proposal (RFP) or an announcement of a forthcoming solicitation. No solicitation document exists at this time nor will responders be placed on a solicitation mailing list. Providing a response to this notice is completely voluntary and no reimbursement will be made for any costs associated with providing information in response to this market survey or any follow-on requests for information. The Saudi Arabia Management Office (SAMO) does not intend to provide any feedback or answer any questions or comments related to this Sources Sought Notification. The Government will not rank submittals or provide any reply to interested firms.

4. Scope of Work: SPMO in-country services shall provide program management, logistics, fielding, new equipment training and sustainment for FMS delivered platforms to the Royal Saudi Land Forces (RSLF) with the goal of enabling the RSLF to maintain operational readiness.

4.1. Major Tasks included in this scope of work directly related to the fleet of vehicles detailed in Section 2 above are:

  • Technical planning, execution and operational support for the systems fielded within the RSLF Armor Corps
  • Logistics planning, coordination, tracking and monitoring for spare parts, engine repair & return, last-chance buys, SNAP program, etc.
  • Inbound/outbound cargo shipment coordination, pickup/delivery between RSLF and freight forwarder
  • Training advisory and coordination functions
  • Liaison/interface between RSLF and PEO GCS, USASAC and other Army elements in support of RSLF Armor Corps FMS cases
  • Coordination and submittal of Field Problem Reports and Supply Discrepancy Reports
  • Personnel support services housing leases, vehicles, etc. in support of SPMO contractor personnel
  • RSLF conference support: hotel, travel and venue coordination for RSLF bilateral meetings with US counterparts
  • Infrastructure engineering services
  • Develop, coordinate and manage Fair Share Sustainment Program (FMS Case) initiatives addressing system/sub-system obsolescence.
  • Support for the fielding, operations, and sustainment of test equipment
  • Supply operations: purchasing and supply storage/distribution.
  • Document library hard copy and digital maintenance of Technical Manuals and translation

5. Instructions for Completing Questionnaire: Sources who deem themselves qualified and who would be interested in competing for such a contract are asked to complete the questionnaire contained in Section 7 below and provide written responses electronically via email to Leo J. Sydlik Jr., leo.j.sydlik.civ@army.mil by November 29, 2024 @ 1:00 PM EST.

The Government will not accept any telephone inquiries or comments regarding this survey. All comments and/or concerns must be included in your survey response.

6. Response Format: Responses shall be provided electronically in Microsoft (MS) Office 2013 or Adobe Portable Document Format (PDF) compatible format. For files in PDF format, scanners should be set to 200 dots per inch. All MS Word files shall be based upon the use of standard 8.5 x 11 inch paper with a minimum font size of 8 point and with a minimum of 1 inch margins. Schedules, drawings and other documents more appropriate to larger paper may be formatted no larger than 11 x 17 inch paper. Response shall not contain citations for, or active links to live Internet sites or pages. You may use multiple email messages, if necessary. The subject line must include the message number (e.g., 1 of 3, 2 of 3, and 3 of 3), Organization Name, and Response to SPMO Market Survey (Example: Response to SAMO SPMO Market Survey, SAMO PCO, Message 1 of 1).

7. Questionnaire: Interested sources are asked to complete the following questionnaire and provide electronic responses back to leo.j.sydlik.civ@army.mil by November 29 @ 1:00 PM EST. If desired, responses may solely address the question number so as not to repeat the question in each response. Please spell out acronyms in their first instance.

7.1 General Questions:

  8. How much time will your company require to develop a formal proposal after the release of a Request for Proposal (RFP)?
  9. Would providing a draft RFP prior to the release of the final RFP reduce the amount of time required to develop a formal proposal? If so please indicate how far in advance of the final RFP you would like to receive a draft and how much it would reduce your proposal preparation time.

  11. Business Status: Please indicate the business size status of your company. How many people are employed by your company, (in-house and contract employees).

7.2 Primary SPMO Related Questions:

  1. Is your company able to provide SWORD Project Management Office (SPMO), which includes but is not limited to program management, logistics, fielding, new equipment training and sustainment for FMS-delivered various system platforms?
  2. Is your company capable of providing logistics services, maintenance and training for the M1A2 and M1A2S Tanks, M88A1 Recovery Vehicles, Family of Light Armored Vehicles and M60 Tanks at multiple locations in Saudi Arabia?
  3. Has your company's Cost Accounting System been approved by the Defense Contract Audit Agency (DCAA) for accumulating and billing costs under Government contracts?

Background
