Fly Away Communications Terminal (FACT) Kit - Enterprise BPA Combo   3

Background
This is a combined synopsis/solicitation for commercial products prepared in subpart 12.6, as supplemented with additional information included in this notice. The solicitation number is FA489023Q0003 and is hereby issued as a request for quotation (RFQ). The acquisition is a Blanket Purchase Agreement (BPA) being issued under The North American Industrial Classification System (NAICS) code 334210 (Electronic Computer Manufacturing) with a size standard of 1,250 employees. The BPA is to procure the Fly Away Communications Terminal (FACT) kit and its associated components. The period of ordering for this BPA is five years from the date of award. The intended gateway and configuration for the FACT kits will be for use on Defense Information Systems Agency (DISA) or Local AFNET networks and voice services.

Work Details
The Fly Away Communications Terminal (FACT) kit is an organic network access capability that utilizes existing commercial cellular infrastructure both in the US and internationally. With proper end user equipment, Government personnel will be able to send and receive essential operational and intelligence data as well as collaborate via voice and video from multiple locations without assistance from communications personnel.

The Blanket Purchase Agreement (BPA) will be established with up to three offerors whose quote represents the best value to the government based on the evaluation criteria of technical acceptability and price. The price evaluation will be based on a representational order based on the quantities in Attachment 1 - Salient Characteristics, including pricing for one complete FACT kit.

Period of Performance
The period of ordering for this BPA is five years from the date of award.

Place of Performance
The place of delivery is Joint Base Langley-Eustis, VA 23665; TBD CONUS Addresses with inspection/acceptance terms at destination and delivery terms of 120 ARO.
