AMENDMENT 0003

1. The Weather Branch in the Aerospace Management Systems Division of the Air Force Life Cycle Management Center (AFLCMC/HBAK) has amended the subject RFP to further revise the CLIN X006 Spares list. Additionally, a minor update has been made to Section L. Below details the changes made to the RFP documents:

a. Attachment 2_FBWS Section L Attach L3_Pricing Workbook has been replaced with Attachment 2_FBWS Section L Attach L3_Pricing Workbook Revision 3 reflecting the spares revision in tab CLIN X006 Spares'.

b. Attachment 1_FBWS Model Contract FA8730-23-R-0007 has been replaced with Attachment 1_FBWS Model Contract FA8730-23-R-0007 Revision 3 updating pricing workbook tab reflected on pages 408-409.

c. In Attachment 2_FBWS SECTION L In paragraph 6.4, added point of contracts (POCs) to the non-government companies.

2. Proposals are due no later than (NLT) 12:00pm EDT on 31 May 2023. Proposals will be submitted to the Procuring Contracting Officer (PCO) in accordance with Section L Instructions to Offerors.

Attachments section updated to include the addiotion of the following documents: FBWS Consolidation and Responses.xlsx, QR_Attach1_FINAL FBWS Site_SCA station list.xlsx, QR_Attach2_FMQ 19 22 23 Site and System list.xlsx, and QR_Attach3_Historical FBWS Help Desk Ticket Counts.pptx.

An updated Attachment 2_FBWS Section L Attach L3_Pricing Workbook will be published early next week.

AMENDMENT 0002:

c. In Attachment 2_FBWS SECTION L In paragraph 5.1.7 the following sentence is deleted: The TEP will be the deciding factor among the proposals to be technically acceptable and is replaced with The TEP will be used in the evaluation of proposals IAW Section M, Evaluation Criteria .

2. Please send all questions in regards to the RFP by 12 May 2023 at 1700 EDT. The Government cannot guarantee that questions submitted after the deadline will be answered. Offerors are reminded that all questions and subsequent answers will be posted on SAM.gov (no offeror information will be shared).

3. The proposal due date has been extended. Proposals are due no later than (NLT) 12:00pm EDT on 31 May 2023. Proposals will be submitted to the Procuring Contracting Officer (PCO) in accordance with Section L Instructions to Offerors.

ORIGINAL RFP NOTICE:

1. The Weather Branch in the Aerospace Management Systems Division of the Air Force Life Cycle Management Center (AFLCMC/HBAK) invites companies to submit a proposal to the subject RFP. Proposals are due no later than (NLT) 12:00pm EDT on 22 May 2023. Proposals will be submitted to the Procuring Contracting Officer (PCO) in accordance with Section L Instructions to Offerors.

2. This solicitation is published as a total small business set-aside. The Government has determined, IAW FAR Subpart 19.102, that the NAICS classification of 811210 All Other Professional, Scientific, and Technical Services (index best describes the principal nature of the product and service being acquired and represents the greatest percentage of the contract price). IAW US CFR 121.20, this classification is assigned a Small Business Association (SBA) size standard of annual receipts of less than $22M. If you disagree with this assessment of a total set-aside please notify the Contracting Officer within seven (7) days of notice.

3. Technical documents (i.e. Technical Orders, Drawings, Code) are contained in a Bidder's Library which will be sent via DoD Safe. In order to view these documents, potential offerors must inquire through the contacts below regarding a DoD Safe transfer of these files.

4. The Offeror is permitted to submit one (1) proposal. The Total Evaluated Price (TEP) is the total of all CLINs 0001 0011, including the total for the six-month extension of services if exercised pursuant to FAR 52.217-8. The quote shall be valid for one hundred and eighty (180) days. The Offeror is reminded that the Government reserves the right to award this effort based on the initial proposal submissions, as received, without discussions.

5. NOTICE TO OFFERORS: In accordance with FAR 52.232-18 Availability of funds, funds are not presently available for this effort. No award will be made under this solicitation until funds are available. The Government reserves the right to cancel this solicitation either before or after the closing date. In the event the Government cancels this solicitation, the Government has no obligation to reimburse an offeror for any costs.

6. Any contract that results from this solicitation will be an indefinite delivery, indefinite quantity contractual ordering vehicle. The Government will evaluate and establish a contract vehicle with a five year ordering period and a six year period of performance, as well as a six month concurrent option to extend for performance only. Funds for any agreed upon minimum order and future orders will be obligated by delivery/task order and not by the contract which directly results from this solicitation
