FIXED BASE WEATHER OBSERVATION SYSTEM - FMQ-23- PRODUCTION AND CLS   2

This synopsis constitutes a Notice of Proposed Contract Action (NOCA), by the Air Force Life Cycle Materiel Command, Aerospace Management Division, Weather Contracting, AFLCMC/HBAK, Hanscom AFB, MA 01731, of the intent to negotiate a contract with Mesotech International Inc. This contract will have a six (6) year performance period for the production, deployment and Contractor Logistics Support (CLS) of the AN/FMQ-23 Fixed Based Weather Observation Systems (FBWOS).

This synopsis is for a proposed contract, IAW FAR 5.201(b)(i), for which the Government intends to solicit and negotiate with only one source, IAW 10 U.S.C. 2304(c)(1) as implemented by FAR 6.302-1, "only one (1) responsible source and no other supplies or services will satisfy agency requirements." Mesotech International Inc. is the only firm capable of meeting the Government's requirement for sustaining the fielded FMQ-23 systems. This is due to the fact that Mesotech is the only firm with the appropriate software rights to perform the regular maintenance required on the systems' server software that interfaces with Joint Environmental Toolkit (JET). To compete this effort would cause the Government to incur a substantial duplication of costs and unacceptable delay because another contractor would have to purchase the rights or develop another solution.

This notice does not constitute a Request for Proposal (RFP), nor does it restrict the Government as to the ultimate acquisition approach. No RFP will be issued based upon this Notice of Intent. The Government will not pay for any information received in response to this NOCA, nor will the Government compensate a respondent for any costs incurred in developing the information provided to AFLCMC/HBAK. This notice is not a commitment from the Government.
