Effective 23 September 2015 The 319th Contracting Flight is issuing a request for proposal (RFP) for a commercial service of Fire Protection Services at Cavalier Air Force Station (CAFS), ND. The contractor is to furnish all labor, tools, equipment, materials (other than those specified as furnished by the Government), and supervision necessary to perform Fire Protection Services. Contractor tasks include, but are not limited to, contract management, Fire Protection/Emergency Services, Rescue Operations, and Emergency Management Services for CAFS on a 24-hour 7 days a week basis except as otherwise indicated in the Performance Work Statement (PWS). The installation consists of approximately 100 military (to include dependents), DOD civilian, and contractor personnel. The contractor shall establish Fire Protection Services to perform as outlined in the PWS. The fire fighters must be able to meet all federal and state certification guidelines. This solicitation will result in a firm fixed price contract with a base year and four one-year option periods. The base period of performance will be from 1 May 2016 through 30 Apr 2017. The North American Industry Classification System (NAICS) code is 561990, All Other Support Services, and the small business size standard is $11.0M. This acquisition will be solicited as a total small business set-aside. This requirement is subject to a Collective Bargaining Agreement (CBA) in conjunction with the International Association of Firefighters, Local I-18. Paper copies of this solicitation will not be mailed. Prospective offerors are responsible for checking FBO to obtain the solicitation and any amendments or other information pertaining to the solicitation; prospective offerors are encouraged to register for notification through FBO. All offerors MUST be registered in the SYSTEM FOR AWARD MANAGEMENT (SAM) database or their proposal MAY NOT be considered for award.
